Procurement of Construction Equipments / Procurement of 36 units of Wheel Loaders (220 HP Class)
ICB No. : A/CE/G/02
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, on August 15, 2005.
2. The Government of Islamic Republic of Iran has received a loan from the International Bank for Reconstruction and Development toward the cost of Bam Earthquake Emergency Reconstruction Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for procurement of Wheel Loaders.
3. The Bam Reconstruction Office now invites sealed bids from eligible and qualified bidders for procurement of 36 units of Wheel Loader (220 HP Class).
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Bam Reconstruction Office and inspect the Bidding Documents at the address given below from 8:00 A.M until 4:00 P.M from Saturday to Wednesday.
6. Qualifications requirements include:
(a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
• An Average annual turn over of at least 20 million US dollars in the last 5 years. (2000-2001 to 2004-2005)
• Line of credit of at least five million US dollars.
(b) Experience and Technical Capacity
7. The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
The bidder shall provide a plan for provision of after sales service and maintenance in Iran, for minimum 5 years from the date of acceptance of the Loader (Approved by purchaser). Following the execution of the contract the bidder shall guarantee that adequate specialized maintenance capability and expertise will be made available in the country.

8. The manufacturer must have:
a- Designed and produced similar loaders in the last 10 years.
b- Average Annual Production of at least 200 similar loaders (of not less than 220 HP class) in the last 5 years. (2000-2001 to 2004-2005)
c- Have at least 2 similar contracts in the last 5 years (2000-2001 to 2004-2005).
d- The Wheel loaders offered for supply must be of the most recent series models incorporating the latest improvements in design and must have been in satisfactory operation for a period of 12 months as on the date of bid opening
e- Exported at least 90 similar Loaders to at least three different countries in different climatic zones during the last three years. (2002-2003 to 2004-2005) (For foreign suppliers) and must have been in satisfactory operation for at least 12 months on the date of bid opening.
9. If an Agent submits bids on behalf of more than one Manufacturer, unless each such bid is accompanied by a separate Bid Form for each bid and a Bid Security, for each bid, and an Authorization Form the respective Manufacturer, all such bids will be rejected as non-responsive.
10. The bids of bidders quoting as authorized representatives/ agent of manufacturers meeting with the above requirements in full can be considered only if:
• the manufacturer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per GCC and SCC;
• the bidder as authorized representative has supplied, installed and commissioned satisfactorily at least 20 wheel loaders of not less than 220 HP class in any one of the last five years (2000- 2001 to 2004-2005) and they must be in satisfactory operation for at least 12 months on the date of bid opening.

A margin of preference for eligible national suppliers shall be applied, as appropriate. Additional details are provided in the Bidding Documents.
11. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee One Hundred US Dollars or Nine hundred Thousand Iranian Rials between September 15, 2005 and November 7, 2005.The method of payment will be direct deposit to:

The Bidding Documents will be sent by airmail.
12. Bids must be delivered to the address below (indicated under clause 9) on or before November 7, 2005, at 14:00 hours Iran Time.
Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line on November 7, 2005, at 14:30 hours Iran Time at the address indicated below
All bids must be accompanied by a Bid Security of US$ 110,000 (One hundred Ten Thousands United State Dollars) or an equivalent amount in a freely convertible currency.
