CONSULTING SERVICES

Expressions of Interest

The World Bank intends to finance the assignment/services described below under a trust fund from the Public-Private Infrastructure Advisory Facility (PPIAF). PPIAF, which is a separate organization from the World Bank, is a multi-donor technical assistance facility aiming to help developing countries improve the quality of their infrastructure through private sector involvement. The services include the preparation of a study on the transition of the National Electricity Power Company (NEPCO) from a single buyer power market to a wholesale and a competitive electricity market. The study is expected to define the transitional steps for NEPCO as the Jordanian power market moves to competition. The issues to be specifically addressed during the transition are the power market structure, legal framework, regulatory and pricing issues, power purchase agreements, benchmarking principles, and new arrangements for regional electricity trade.

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004.
