REQUEST FOR EXPRESSION OF INTEREST
FOR
TRAFFIC MANAGEMENT, URBAN DESIGN AND DETAILED ENGINEERING STUDY
COVERING THE HISTORIC CORES OF THE THREE CITIES OF JERASH, KARAK AND MADABA
Traffic Plan and On-Street Parking Controls, Traffic Signing and Streets Marking,
Streets upgrading (including underground utilities networks),
Street-scaping and Street-furnishing, Street Addressing, Commercial Signage,
Landscaping, and buildings surveys

This notice is an update of that which was published in UN Development Business on-line on October 7, 2005 [Notice Number WB2973-665/05]. Note that the date to receive Expressions of Interest has changed from October 19, 2005 to October 23, 2005.

The Government of the Hashemite Kingdom of Jordan has applied for financing from the World Bank toward the cost of the Cultural Heritage, Tourism and Urban Development Project (CHTUD), and received a Grant from the Government of Japan (PHRD Grant) for project preparation. It intends to apply the Grant proceeds for detailed design studies.
The project development objective is to improve local economic development and urban management practices in the historic cities of Jerash, Karak, Madaba, and Salt through the revitalization of their historic cores.
The project main component (Rehabilitation of Historic City Centers and Urban Infrastructure Improvements) would include: (a) upgrading of and improvements to street networks and public spaces; (b) protection and landscaping of green areas; (c) conservation and adaptive reuse of monuments and historic buildings; (d) rehabilitation of public transport facilities; (e) support to cultural heritage and tourism related productive and commercial activities; (f) enforcement of city center zoning and building regulations; and (g) traffic and parking improvements.
The Ministry of Tourism and Antiquities (MoTA), through its Technical Development Department (TDD), the project’s executing agency, intends to apply part of the proceeds of the PHRD Grant to payments under one consultancy services contract (design and detailed engineering studies) for which this notice is issued. In particular, these urban design and detailed engineering studies for the revitalization program of the city historic cores of Jerash, Karak and Madaba (Traffic Plan and On-Street Parking Controls, Traffic Signing and Streets Marking, Streets upgrading (including underground utilities networks), Street-scaping and Street-furnishing, Street Addressing, Commercial Signage, Landscaping, and buildings surveys), will include the following tasks:
 Detailed design and engineering studies for a specified set of key street networks and junctions (including refurbishment of utilities networks, storm water drainage, sidewalk improvements and detailed treatment of paving, public lighting, street landscaping, bike trails, parking areas, etc);
 GIS base mapping linked to information layers on selected existing databases (e.g. utilities, building surveys, road types);
 Traffic and parking management plans, including introduction of pilot Paid On-Street Parking ;
 Detailed landscaping design of strategic urban spaces and street junctions, including urban furnishing;
 Detailed study and design of city-core signage;
 Preparation of relevant Bidding Documents and Technical Specifications.
The urban design and detailed engineering services will have to be carried out concomitantly in the three cities.
The Ministry of Tourism and Antiquities (MoTA) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. To enable MoTA to select (short list) qualified consultants for the above described assignment, interested consultants are requested to express interest and provide the following information:
 Number of professional key staff in urban planning/design, architecture, conservation of historic buildings, municipal infrastructure, structural design, landscaping, roads and traffic engineering, Streetscaping and furnishing, GIS, environmental engineering, and archeology.
 Number and names of the above staff available for assignment for this project.
 List of relevant projects related to the above, and completed over the past 5 years, or on-going, indicating the percentage of participation of the consultant in the venture.
 Size of the consultancy contracts for the above both in man month and US Dollars equivalent terms.
 Annual turnover of the firm for the last 5 years for similar works and for the firm’s activities as a whole.
 Structure of the firm and its subsidiaries, particularly with regard to staffing in international offices.
 Evidence of the Quality Management System used by the consultant.
 Evidence of satisfactory performance on a major donor funded programme in Jordan or in the region would be an advantage. Certificate from the donor or letters from the concerned Government Institutions will be the acceptable evidence.
Consultants may associate to enhance their qualifications. In this case, the name or names of associated companies should be provided, and the Partner in Charge of the association specified.
Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition)
Interested potential firms should deliver their expression of interest to the following address no later than 23 October 2005, 12:00 noon. They should mention as reference: “Cultural Heritage, Tourism and Urban Development (CHTUD) Project : Urban Design and Detailed Engineering Study - Streets and Landscaping Projects”.
