SHIRAZ COMPONENT

GENERAL PROCUREMENT NOTICE – Phase TWO


This is an update of the General Procurement Notice that was published in dgMarket on 4 March 2005 and in UN Development Business On-line on 7 March 2005 and in the UNDB Print Edition Issue No.651, dated 31 March 2005.

The Islamic Republic of Iran (IRI) has made necessary preparations for execution of Water Supply and Sanitation Projects in the cities of Shiraz and Ahwaz. The plans are formulated to serve a population of about 2.2 and 1.9 million in Ahwaz and Shiraz, respectively. The total costs of this project are estimated at USD 469.8 million, out of which USD 279 million equivalent is financed through a loan from the World Bank. The IRI intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The components envisaged are as follows:

 (i) Works for the water network: to include rehabilitation and expansion of water treatment plants, construction of new transmission lines, construction of new reservoirs, building and equipping pumping stations, drilling and equipping wells in addition to the rehabilitation and expansion of the secondary distribution network.
 (ii) Works for the wastewater network: This includes construction of main trunks, laterals and interceptors, building and equipping pumping stations, in addition to the installations of house connections.
 (iii) Construction of wastewater treatment plants: two new WWTPs (one in each city) in addition to the rehabilitation of the Ahwaz western WWTP.
 (iv) Supervision services for water and wastewater works.
 (v) Environmental Monitoring System, studies in the sector and technical assistance on leak detection measures.
 (vi) Technical assistance for the strengthening of the WWCs: this includes several specialized training activities and targeted technical assistance for the water companies.
 (vii) Project Management: this component is targeted to recruit individual consultants and firms to assist in the management of the project at the water companies.
 (viii) Equipment for leak detection: this component is relatively small and aims at acquiring equipment that will assist the companies in the detection of leaks and the maintenance of the distribution and collection systems.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits ( January 1995, Revised January and August 1996, September 1997, and January 1999), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers ( January 1997, Revised September 1997, January 1999, and May 2002).

The Shiraz procurement plan for the Second Phase.

The first phase of activities is already underway. The ICB packages to be procured for Shiraz under this second phase are:

- Wastewater collection packages covering works listed below with the identification numbers and the total estimated lengths of pipes:
- SS26-F1: 43.4 km
- SS28-C2 : 43.1 km
- SS30-E6: 48.3 km
-SS31-A1: 41.4 km
-SS33-F2: 42.3 km
-SS34-J3: 47.8 km
- SS35- F3: 37.1 km
- SS38-K1: 35.2 km

- Construction of the Long-term Wastewater Treatment Plant with the capacity of 100,000 m3 /day covered by Design-Build-Operate scheme.

Furthermore, specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers.

Prequalification of suppliers and contractors will be required for the following contracts:

(i) Any works contract requiring tunneling with a value more than USD 10 million.
(ii) Construction and installation of the two new treatment plants.
