Invitation for Prequalification
for the Works Contract of
Baalbek and Tyre Archaeological Project
EXTENSION OF DEADLINE FOR SUBMISSION OF BIDS

This re-invitation is further to the original invitation published in local newspapers starting January 3, 2006 and in UNDB (online)on January 9, 2006-10-31
This invitation for prequalification follows the general procurement notice for this project that appeared in the issue of the UN Development Business No. 619 dated November 30, 2003.
The Lebanese Republic has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Cultural Heritage and Urban Development Project (CHUD), and it intends to apply part of the proceeds of this loan to payments under the contract for Baalbek and Tyre Archaeological Project. This project is co-financed by the Agence Française de Développement (AFD), the Italian Government (Department for Development Cooperation), and the Government of France. Bidding for contracts financed by the World Bank will be governed by its eligibility rules and procedures.
The Council for Development and Reconstruction, the project’s executing agency, intends to pre-qualify contractors and/or firms for “Baalbek and Tyre Archaeological Project”. Works will include:
- Archaeological Works: survey, documentation of remains, consolidation of archaeological layers and selected backfilling according to international standards.
- Conservation of Archaeological Structures: consolidation of standing archaeological structures, capping of upper layers, integration of specific fibers to strengthen weak parts of historic buildings, consolidation of masonry, etc.
- Conservation of Archaeological Surfaces: conservation of surfaces (stones, mosaics, frescoes, decorated surfaces, etc.) and treatment of the causes of decay (rain water drainage and roofing), etc.
- Presentation and Landscaping: visitors’ access, facilities, security, paths, lighting, signage, administration facilities, interface with the urban settings, and landscaping, etc.
Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries, as defined in the guidelines.
Interested eligible applicants may obtain further information from and inspect the prequalification document at the (CDR) (address below) from 10:00 a.m. to 3:00 p.m local Lebanon time, Monday to Friday. A complete set of the prequalification document in English may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 500 for each set, starting Monday, November 13th, 2006. The method of payment will be through a bank certified check in favor of the Council for Development and Reconstruction. The prequalification document will be sent by courier, or can be collected in person from the address shown below.
Interested eligible applicants that purchased the prequalification documents and did not submit an application for the prequalification before the deadline of the 1st invitation need not purchase a new one.
An information / presentation session on the project will be held at CDR on Monday, November 27th, 2006, 12:00 noon.
Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by Monday, December 11th, 2006, 12:00 noon and be clearly marked “Application to Pre-qualify for the CHUD – Works Contract for Baalbek and Tyre Archaeological Project.”
