LEBANON
Emergency Power Sector Reform Capacity Reinforcement Project

GENERAL PROCUREMENT NOTICE

The Republic of Lebanon is in the process of receiving approval for a grant from the World Bank under the Lebanon Trust Fund. It intends to contribute to the financing of the assignment described below from the proceeds of this grant.

The project will finance the provision of advisory services, which will complement the service contracts, technical assistance and investment support provided by other donors. The components are as follows:

Component 1: Strengthen the Capacity of the Ministry of Energy and Water (MEOW) to Implement Power Sector Policy Reform

The services covered under this component include:

(i) Policy advice on key sector strategic issues
§ Support in the preparation of a national energy strategy integrating the power sector least cost plan, the tariff study, and the fuel sourcing strategy;
§ Support MOEW to formulate and implement a fuel sourcing strategy for Lebanon.

(ii) Complete on-going projects
§ Review proposals for immediate supply of LNG to the Zahrani power plant and provide support to negotiate contract;
§ Supervise the contract aimed to reduce the financial gap in distribution;
§ Evaluate proposal to attract IPPs and provide support to MOEW to finalize contract if determined to be the desired approach.

(iii) Establishment of the Regulatory Agency
§ Review previous studies prepared for the creation of the Energy Regulatory Agency;
§ Assist in the recruitment of key staff and allocation of budget to the Agency.

Component 2: Support to Government of Lebanon in the Restructuring of EdL

The key services envisaged under this component include:

§ Based on previous advisory services obtained, advising on the Government’s proposed structure of the new EdL and restructuring strategy;
§ Providing support for the incorporation of the companies to be created;
§ Designing for each company a detailed organization chart, governance scheme, set of job descriptions and staff mapping, internal procedures and help prepare their initial business plan; and
§ Developing an asset register and proposing a level of capitalization of the new companies and a shareholding structure.

Component 3: Support to EdL to Improvement of the Operational and Financial Performance and Implementation of the Restructuring

The services covered under this component will address:

(i) Generation Efficiency and procurement
· Develop a plan to improve efficiency for each power plant and support actions to implement proposed improvements; and
· Reorganize the procurement function in EdL.

(ii) T&D reliability and efficiency and commercial issues
· Identify priority actions to improve reliability and reduce T&D losses and non-technical losses; help implement the proposed measures;
· Assist in the finalization of any ongoing project, including substations in Saida and Baalbek, dispatch center, 220 kV network, etc; and
· Assist in trouble shooting technical issues throughout the entity.

(iii) Financial issues and accounting
· Organize the preparation of asset registers and inventory control;
· Ensure the preparation of auditable financial statements for overdue years;
· Prepare tender documents for external auditing of 2002 to 2006 accounts;
· Undertake the preparation of detailed financial forecasting for EdL; and
· Assist the General Manager in day to day financial matters.

(iv) Restructuring of EdL
· Provide assistance to the advisory consultants responsible for the restructuring assignments on a needs basis.;

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket and in local newspapers.
