INVITATION FOR BIDS
for
Supply of Life Detector Compact
[Ref. No: EERP/G/A2/MOI/IRR/P2/2006; Code: 19922032102]


1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue No. 617 Vol.26 of 31st.Oct.2003.

2. The Islamic Republic of Iran has received a loan from the International Bank for Reconstruction and Development (IBRD ) toward the cost of Earthquake Emergency Recovery Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Supply of Life Detector Compact.

3. Ministry of Interior now invites sealed bids from eligible bidders for following Universal Disaster Management System complete, comprising each:

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines. In this respect, based on the declared policy of Iran, Israel is considered as ineligible source for supply of goods and services in this bid.

5. Interested eligible bidders may obtain further information from the Technical Bureau of the Ministry of Interior and inspect the bidding documents at the address given below at office timing: 0830 to 1630 hours from Saturday to Wednesday.

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address mentioned in clause-5 and upon payment of a nonrefundable fee of 200 (Two Hundred) Euro credited to our account specified below or it’s equivalent in a fully convertible currency in the form of cashier’s check. The document will be sent by courier.

7. Bids must be delivered to the address below at or before 1500 hours on Saturday 5th May 2007. All bids must be accompanied by a bid security of 2% of the bid price or equivalent amount in a freely convertible currency based on the exchange rates published in Central Bank of Iran on 17th April 2007 in strict conformance with the sample form provided in the bidding documents [(section VIII, Sample Forms, Form 2 – Form of Bid Security (Bank Guarantee)] or certified cheque from a reputable bank, acceptable to the purchaser. Bid Security not conforming to these requirements shall constitute grounds for rejection of the bid. The Bid Security must be valid until 30 days beyond the bid validity period. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 1500 hours on Saturday 5th May 2007.
