The Government of the Republic of Yemen has received a credit (No 4121-Yem) from the International Development Association (IDA) for the construction/improvement of Rural Roads under Phase II of the Rural Access Program, and intends to apply part of the proceeds of this Credit to the consulting services contract for Capacity Building, Institutional Strengthening and Staff Training.

The Ministry of Public Works and Highways (MPWH), represented by the Rural Access Program-Central Management Office (RAPCMO), the executing agency, now invites eligible qualified consultants to submit their detailed profiles and indicate their interest in providing services for the above contract. The services will mainly consist in the formulation and delivery of a training program for about 200 to 300 staff from MPWH, other government agencies, civil works consultants, and contractors in subjects related to road upgrading, including, in particular, road design, environmental management, procurement, contract management, and works implementation. Contract period is expected to be 2008 to 2009.

Consultants should submit their Capability Profiles and provide all the required information supporting their interest for qualification in the above mentioned field of services (i.e. detailed brochure listing firm organization, list of past and current similar assignments, duration, cost, availability of appropriate skills among staff …etc).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers issued on May 2004
