Invitation for Bids
Rehabilitation of Byblos Old City – Phase II
This invitation for bids follows the general procurement notice for this project that appeared in the issue of the UN Development Business No. 619 dated November 30, 2003.
The Lebanese Republic has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Cultural Heritage and Urban Development Project (CHUD), and it intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project. This project is co-financed by the Agence Française de Développement (AFD), the Italian Government (Department for Development Cooperation), and the Government of France. Bidding for contracts financed by the World Bank will be governed by its eligibility rules and procedures.
The Council for Development and Reconstruction, the project’s executing agency, intends to apply part of the proceeds of this loan to payments under the contract for “Rehabilitation of Byblos Old City – Phase II”. Works will include:
- Main Square Facing the Entrances to Archeological Site and Citadel;
- Piazza of the Ottoman Souk;
- Unesco Square;
- View Spot;
- Vehicular Access to the Harbor;
- Sea Side Pedestrian Promenade;
- DGA House (Serail);
- Pedestrian Passage from Parking to Harbor;
- Rehabilitation of Roman Road to DGA House;
- Rehabilitation of Roman Road to Police Serail; and
- Tripoli Gate

The construction period is eighteen months.
The Council for Development and Reconstruction (CDR) now invites sealed bids from eligible bidders for the work package described above. Bidding will be conducted through the national competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines.
Bidders will be subject to post qualification and shall meet the following qualifying criteria:
1. minimum average annual volume of construction work in the last five years shall be US$ 2.0 million;
2. successful experience within the last five years as prime contractor in the construction of (to comply with these requirements, works shall be at least 70% complete)
- at least two works contracts in restoration of historic building (including facades), with at least one of a value not less than US$ 0.50 million; and
- at least two works contracts in public infrastructure and road works with at least one of a value not less than US$ 2.0 million.
Two works contracts collectively satisfying all of the above shall be considered compliant.
3. Contract Manager with ten years experience in works of equivalent nature and volume including no less than five years as Manager; and
4. liquid assets and/or credit facilities of no less than US$ 0.4 million.

For a joint venture to qualify: (a) at least one of its partners shall meet the qualifying criteria 2 above; (b) each of its partners must meet at least 50 percent of criteria 1 and 4 above; and (c) the partner in charge must meet at least 100 percent of criteria 1 and 4 above. Full details of the qualification criteria are given in the Instructions to Bidders in the Tender Documents.
Interested eligible bidders may obtain further information from, and inspect the bidding documents at, the Council for Development and Reconstruction at the address below from 8:00 to 13:00 Beirut local times. A complete set of bidding documents in English may be purchased by interested bidders from the address below on application in person and upon payment of a nonrefundable fee of Seven Hundred and Fifty US Dollars (US$ 750) for each set, starting Monday 14 May 2007. The method of payment will be through a bank certified check in favor of the Council for Development and Reconstruction.
Bids shall be valid for a period of 120 days after bid opening and must be accompanied by a bid security of thirty five thousand (35,000) United States Dollars.
Bids must be delivered to the address below no later than Wednesday 20 June 2007 at 12:00 noon, at which time they will be opened in the presence of bidders’ representatives who choose to attend. Late bids will be rejected.
A Contractor will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition).
