Request for Expressions of Interest
Detailed Engineering Design Services for the Restoration of
Khan El Askar, Khan El Arasat, Hamam El Nouri and Traditional Houses (lot # 131) in Tripoli Old City

This request for expressions of interest follows the general procurement notice for this project that appeared in the issue of the UN Development Business No. 619 dated November 30, 2003.

The Lebanese Republic has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Cultural Heritage and Urban Development Project (CHUD), and intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Agence Française de Développement (AFD). Bidding for contracts financed by the World Bank will be governed by its eligibility rules and procedures.

The Council for Development and Reconstruction, the project’s executing agency, intends to apply part of the proceeds of this loan to payments under the Consultancy Services for the Detailed Engineering Design Services for the Restoration of Khan El Askar, Khan El Arasat, Hammam El Nouri and Traditional Houses (lot # 131) in Tripoli Old City.

The Khans and Hammam are among other important prestigious classified Historical Monuments; they figure on the Lebanese National Heritage List. They are located within the old urban tissue of the city and were constructed during the Mamlouk period between the 13th and 14th centuries as typical Khans and Hammams.
The Traditional Houses are part of the historical urban fabric located in the center of Tripoli Old City. These houses were constructed with traditional techniques and material.

The required services consist of restoration works with emphasis on the economical development and sustainable reuse program.
The objective of this assignment is the provision of design services including the following:
1) Complete data collection of the monuments;
2) Preparing a socioeconomic assessment and impact studies;
3) Proposing a sustainable reuse program;
4) Preparing detailed design for the conservation works;
5) And Preparing Operation & Maintenance Manuals at the end of project implementation.
The schedule of implementation of these studies will be consistent with the CHUD project design and construction phases.


The Council for Development and Reconstruction (CDR) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. To enable CDR to select a short list for the above described consultancy contract, interested consultants are requested to provide the information described below:
- CVs of Professional key staff available for the assignment with the following experience:
• Conservation and Restoration of Historical Monuments
• Socioeconomic Studies
• Art History / Archaeology
• Historical Structure engineering
• Electromechanical engineering
- List of relevant projects related to the following, and completed over the past 10 years, or on-going, indicating the percentage of participation of the consultant in the venture divided as follows:
• Conservation and Restoration of Historical Monuments
• Socioeconomic Studies
• Art History Studies for Historical Monuments
- Size of the consultancy contracts for the above both in man month and US Dollars equivalent terms.
- Annual turn over of the firm for the last 5 years for similar works and for the firm’s activities as a whole.
- Structure of the firm and its subsidiaries, particularly with regard to staffing in international offices.

Consultants may associate to enhance their qualifications. In this case, the name or names of associated companies should be provided, and the Partner in Charge of the association specified.
Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
Interested consultants may obtain further information at the address below from 8:00 to 13:00 Beirut local time.
Expressions of interest must be delivered to the address below no later than, Wednesday, June 27th 2007 at 12:00 noon. They should mention as reference: “CHUD – Restoration of Khan El Askar, Khan El Arasat Hammam El Nouri and Traditional Houses (lot # 131) in Tripoli Old City”
