Invitation for Bids
Tyre Archaeological Site – The Sea Wall Protection
This invitation for bids follows the general procurement notice for this project that appeared in the issue of the UN Development Business No. 619 dated November 30, 2003.
The Lebanese Republic has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Cultural Heritage and Urban Development Project (CHUD), and it intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project. This project is co-financed by the Agence Française de Développement (AFD), the Italian Government (Department for Development Cooperation), and the Government of France. Bidding for contracts financed by the World Bank will be governed by its eligibility rules and procedures.
The Council for Development and Reconstruction, the project’s executing agency, intends to apply part of the proceeds of this loan to payments under the contracts for “Tyre Archaeological Site – The Sea Wall Protection”.
Works will include:
- Dismantling of the existing wall;
- Excavation in archaeological context for the foundation of a new wall;
- The construction of a new concrete protection wall

The construction period is 8 months.
The Council for Development and Reconstruction (CDR) now invites sealed bids from eligible bidders for the work package described above. Bidding will be conducted through the national competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines.

Bidders will be subject to post qualification and shall meet the following qualification criteria:
1. minimum average annual volume of construction work in the last five years shall be US$ 3.0 million;
2. successful experience within the last ten years as prime contractor (to comply with these requirements, works shall be at least 70% complete):

a. in works contracts related to maritime protection up to a collective value of at least US$ 0.5 million with at least one contract of a value not less than US$ 0.2 million (subcontractors proposals will be considered); and
b. in the construction of at least two works contracts in public works with at least one of a value not less than US$ 2.0 million;
3. a Project Manager (Civil engineer) with ten years experience in maritime works and complexes including no less than five years as Manager;
4. liquid assets and/or credit facilities of no less than US$ 0.5 million, and
5. an Archaeologist with field experience in works contracts related to excavations.

The figures for each of the partners of a joint venture shall be added together to determine the bidder’s compliance with the minimum qualification criteria of criteria 2, above; however for a joint venture to qualify, each of its partners must meet at least 50 percent of criteria 1 and 4 above for an individual bidder, and the partner in charge at least 100 percent of those minimum criteria. Full details of the qualification criteria are given in the Instructions to Bidders in the Tender Documents.

Interested eligible bidders may obtain further information from and inspect the bidding documents at the Council for Development and Reconstruction at the address below from 8:00 to 13:00 Beirut local times. A complete set of bidding documents in English may be purchased by interested bidders from the address below on application in person and upon payment of a nonrefundable fee of Five Hundred US Dollars (US$ 500), starting Monday, May 28th 2007 . The method of payment will be through a bank certified check in favor of the Council for Development and Reconstruction.
Bids shall be valid for a period of 120 days after bid opening and must be accompanied by a bid security of forty thousand (40,000) United States Dollars.
Bids must be delivered to the address below no later than Tuesday, July 10th 2007 at 12:00 noon, at which time they will be opened in the presence of bidders’ representatives who choose to attend. Late bids will be rejected.
A Contractor will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition).
