Consultants Services – Senior Planning Expert

The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing in the amount of US$ 10 million equivalent from the World Bank toward the cost of the Tertiary Education Project and intends to apply part of the proceeds for consultant services under the post of A Senior Planning Expert. The services should include at least the following: (a) Prepare analytic reviews of the sector’s performance, including analysis of statistics, financial performance, quality and relevance of the sector as a whole, and linkages to the job market; (b) Prepare policy documents to be submitted for discussion to the Tertiary Education Council, including projections and simulations presenting different scenarios on enrollments, fields of study, finance; (c) Disseminate documents among Tertiaty Education Institutions; (d) Maintain policy dialogue and receive feedback from Tertiary Institutions on a regular basis, as well as with Ministry of Finance, Planning, and Private Sector; (e) Train MOEHE staff in the planning department on how to use databases, preparation of analytic reviews, and tertiary education planning and management; (f) Organize training workshops and seminars on Tertiary Education Planning and Management with Tertiary Institutions; (g) Prepare in collaboration with MOEHE staff, MOF, MOP, Private sector, and Tertiary Institutions, a National Strategy for Tertiary Education and a 5 year plan; (h) Assist in developing long, medium, and short term strategies for tertiary education in Palestine; (i) Identify tertiary education priorities; (j) Coordinate the activities of Tertiary Education Institutions Planning Committee; (k) Identity the information needed and provide the support to tertiary institutions needed for the collection and processing of information needed for planning of the sector; (l) Participate in the QIF board meeting as an active member of the board; (m) Any other duties that the DG of Planning may assign; (n)Assist in preparing a Terms of Reference of a local junior planning expert and recruiting a qualified one who will become his focal contact in the MoEHE

The Ministry of Education & Higher Education now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV including description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (dated May 2004).
