Educational Background
The Senior Advisor will possess superior academic qualifications, preferably at the doctoral level, in education planning, policy development or administration, and/or project management, or will possess an equivalent array of credentials, knowledge, skills and experience.

Professional Experience
(Required)
• Successful experience in senior management with particular respect to policy development and strategic planning
• Proven experience in participating in and managing large-scale educational initiatives and/or establishing and managing project/program technical units
• Proven experience in identifying requirements for and contracting technical assistance/consulting services, including international consultants
• Knowledge of and/or experience in guiding and/or monitoring educational reform efforts, preferably in Jordan or within the Middle East and North Africa region
(Preferred)
• Ability to work effectively with senior educational leaders and managers, other ministries, organizations, representatives of the civil society and the private sector;
• Ability to work effectively as a team leader and proven experience in achieving results with and from team members
• Demonstration of high level of political sensitivity and insight and adaptability and responsiveness to changing requirements
• Familiarity with educational research, education policy analysis, education system change, or similar expertise in an academic field related to education, and
• Excellent interpersonal and communication skills
• Excellent ability to communicate effectively in English. Facility in Arabic would be an asset

Language Requirements
The consultants will possess excellent written and verbal skills in English. Preferred candidates will be bilingual in Arabic and English

International Senior Advisor
Contract no. 44 WB/2007
The Government of the Hashemite Kingdom of Jordan has received a World Bank Trust Fund towards the implementation of the Education Reform for Knowledge Economy (ERfKE) I Project. It intends to apply a portion of this Fund to purchase the services identified in this advertisement.
The Senior Advisor provides advice, guidance and support, as determined by the Minister and Secretaries General, through the Executive Director, for all operations and activities of the Development Cooperation Unit in the planning, coordination, facilitation, monitoring, and reporting of educational reform efforts and initiatives within the Education Reform for the Knowledge Economy Project (ERfKE I). In addition, as the preparation for the ERfKE II Project becomes active and prominent over the next year and a half, the Advisor will provide leadership and support for project design and planning in conjunction with the Executive Director and under the direction of the Secretary General for Educational and Technical Affairs and the Secretary General for Financial and Administrative Affairs.

Specific Duties and Responsibilities:
Working directly within the Development Coordination Unit, and with directorates, departments, divisions and units within the Ministry of Education (as required and appropriate), the Advisor supports and extends the work of the Executive Director and other DCU staff in the following categories of work and the duties specified within each category, as follows:

POLICY DEVELOPMENT AND IMPLEMENTATION/STRATEGIC AND OPERATIONAL PLANNING
1. Provides policy and planning guidance and advice on current and future educational reform efforts within the Ministry of Education and collaborates with the Policy and Strategic Planning Unit to ensure that overall policy directions are aligned within project initiatives and that project policy issues are included within the policy framework and review and development processes of the PSPU with respect to national and regional educational priorities.

2. Assists and advises the DCU and the central Ministry directorates in building capacities for project planning, implementation, monitoring and reporting activities in relation to ERfKE I and with respect to ERfKE II. These duties will include specific involvement in the implementation completion reporting process for ERfKE I.

3. Provides policy and planning expertise during the ERfKE II development and planning
process to ensure the targeting of contributions and investments (including
government, bilateral, and multi-lateral donor initiatives) towards future educational
reform efforts as determined by the results and recommendations of the preparation
studies and as determined through the planning process.

4. Advises and assists in the planning of technical assistance assignments, TORs, and
supports the monitoring, supervision, and follow up activities with an emphasis on
policy and planning implications (in coordination with the PSPU) and further
implementation planning (through the regular work of the DCU).

5. Provides support and advice to the Executive Director in the management of all
secretariat duties related to the overall project governance role and the functioning of
the General Policy Steering Committee and the standing Component Sub-committees.

6. Performs other tasks related to policy and planning in the national and regional
context that may reasonably be required by the Secretaries General or the Minister.

PROJECT MANAGEMENT AND DCU AND MINISTRY CAPACITY BUILDING

7. Provides project management expertise through training, mentoring and coaching for
the planning, monitoring, reporting and documentation processes for the project as
a whole, to include the harmonization of plans and reports with the requirements of
financiers and the related procedures of Ministry directorates and donor agencies.

8. Advises and assists the DCU in the planning and execution of the process of
planning ERfKE II through management support to the preparation studies activities
funded from the World Bank PHRD Grant.

9. Advises and assists in the design, development and implementation of appropriate
and effective integrated strategies to improve communication, consultation and
partnership development capacities of the Development Coordination Unit specifically,
and the Ministry of Education in general, with particular emphasis to the acquisition
and utilization of ICT as a resource for learning.

10. Provides advice and resources to the DCU Executive Director and staff to develop,
monitor and refine the various administrative, management, documentation
and reporting arrangements required by various contributors and by the Ministry of
Education, the Ministry of Planning, and the World Bank.

11. Participates in and contributes to all Project GPSC Meetings, Component Sub-
committee meetings and other meetings related to project management, including
those that relate to ICT in education.

12. Liaises with and supports all members of the Development Cooperation Unit on work
activities related to policy, planning, implementation, assessment and coordination of
ERfKE I activities.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Bank in January 1997 and revised in September 1997,January 1999 and May 2002.
