Educational Background
The consultant will possess at least a post-graduate degree in program and policy development, curriculum design and development, and/or learning measurement and assessment, or an equivalent combination of credentials, knowledge, skills and abilities.
Professional Experience
 At least 10 years experience in policy development, curriculum and program design, development and management, and/or instructional and student learning assessment (curriculum and instructional design and/or measurement and evaluation)
 Relevant experience with policy and program development, curriculum and assessment project involvement and management (above) will have been at a major school system, ministry of education and/or national/international levels
 Experience in the preparation, assessment and evaluation of student learning outcomes and the translation of these learning outcomes into detailed curriculum
 Experience in drafting/preparing instructional materials for K-12 subjects and programs (structural and content design for curriculum, texts and multimedia resources)
(Preferred Qualifications)
 Understanding and appreciation of the issues in the education sector in Jordan or other countries in the region
 Understanding, through practical involvement and experience, of the effective use of ICT as a tool and medium for specific subject-based learning, teaching and assessment
 Proven capacity to manage, and work effectively as a leader, trainer and facilitator with groups of educators in curriculum and assessment design and development activities
 Ability to monitor, assess, document and report on progress
 Excellent organizational, communication and presentation skills
 Capacity to work in a team environment with minimal supervision.

Consulting Opportunity/ Individual Consultant
Review of Program Structure: Grades 1-12
The Government of the Hashemite Kingdom of Jordan has received a World Bank Trust Fund towards the implementation of the Education Reform for Knowledge Economy (ERfKE) I Project. It intends to apply a portion of this Fund to purchase the services identified in this advertisement.
The main purpose of this assignment is to assist the Ministry of Education to institute a regular cycle of program and curriculum review that will incorporate systematic data collection and analysis for program review with clear guidelines for revision, validation and full implementation. This regular cyclical approach, if well-planned and executed, will ensure the ongoing commitment to timely and responsive continuous education reform in Jordan. Within this framework there is a specific need at the current time for a thorough review with respect to rationalization of programs, courses and streams within the context of international standards for basic and secondary education and in alignment with the expectations of the national plans and the National Agenda.

Duties and Responsibilities:
Working in collaboration with the Directorates for Curriculum and Textbooks, Vocational Education and Production, Examinations and Testing, General Education and Training, Qualifications and Supervision, and other directorates as required and appropriate, the consultant will:
1. Review all relevant documents and correspondence related to the new vision, the National Education Strategy, the Curriculum and Learning Assessment Framework documentation, and the core national learning outcomes within the curriculum renewal process. In addition, the consultant will review documents relating to national vocational education, including the Vocational Education policy and program framework.
2. Conduct a thorough review and analysis of the existing program and course structure for basic and secondary education in Jordan with reference to international standards and trends including:
• curricula frameworks and outcomes in order to weigh and suggest rebalancing of the outcomes of all subjects for each grade and for each subject across grades and similarly for specific outcomes for all subjects’
• current course and program structure, current and projected course enrolments, current and future enrolments in post secondary education, and curriculum relationships across streams
• examinations admission requirements to post-secondary education and training institutions, both public and private, and equivalency of the secondary education program and courses arrangements with those of other countries.
3. Based on international and national “best practices”: build the awareness, understanding and capacity of the Ministry of Education personnel through a series of meetings, discussions, presentations, and/or training sessions and workshops on appropriate policy alternatives for program structure review and development and alignment alternatives in the area of basic and secondary courses.
4. The assistance provided will assist MOE staff to:
• explore and understand the various strategies and practices that can be utilized to align courses and programs
• Produce policy options to be validated by the various concerned directorates in the Ministry such as General Education, Vocational Education, Examinations and Testing, Curricula and Textbooks, and Training, Qualifications, and Supervision
• Consider a cycle of curriculum and program review that will sustain and enhance the ERfKE reforms
• Design an appropriate program and course structures for basic and secondary education
• An implementation plan for streaming and student placement after the basic education stage
5. Compile and submit progress reports, an interim report and a summary final report containing recommendations for strategies to be utilized in the expansion and improvement of the managerial and operational capacity of the Directorates for submission to the Ministry of Education.

Language Requirements
The consultants will possess excellent written and verbal skills in English. Proficiency in written and spoken Arabic is preferred.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Bank in January 1997 and revised in September 1997, January 1999 and May 2002
