Educational Background

The consultant will hold a graduate degree in Computer Sciences, Information Technology, Communications Technology, or an equivalent combination of credentials, knowledge, skills and abilities in educational or technical areas.

Professional Experience
(Mandatory)
 At least 8 years experience in information technology solution development for large-scale international firms, ideally in an educational setting
 Excellent understanding of the software applications required to manage and operate large scale centralized computer systems
 Excellent understanding of the hardware, software, and networks solutions required to manage and operate large scale systems
 Excellent professional/technical skills in the area of IT, System Administration and LAN management
 Experience in monitoring and assessing enterprise level applications
 Ability to certify software solutions and infrastructure in the aspects of capacity, performance, scalability and robustness
 Eligible for security clearance

 Ability to manage and work effectively with senior officials on information and communications technology issues
 Ability to diagnose, monitor, document, assess and report on progress
 Excellent communication and presentation skills
 Organized, pro-active, analytical and highly motivated

Consulting Opportunity/ Individual International Consultant
To Evaluate the Technical Capacity, Applicability, Scalability and Robustness of the e-Learning Platform used by the Ministry of Education
Contract no. 52 WB/2007R

The Government of the Hashemite Kingdom of Jordan has received a World Bank Trust Fund towards the implementation of the Education Reform for Knowledge Economy (ERfKE) I Project. It intends to apply a portion of this Fund to purchase the services identified in this advertisement.
The main objective of the required services is to examine and assess the current and planned technical capacity of the e-Learning Platform and the underlying infrastructure to fulfill the expectations of the Ministry for high quality and effective e-learning in schools and other functions throughout the education system.
Detailed Terms of Reference of the assignment can be requested through the below mentioned email address.

Duties and Responsibilities: (all duties and activities has to be undertaken in Jordan)
1. Review and assess current systems, protocols and practices regarding the provision of e-learning resources through the Platform to the Ministry and its field directorates and schools
2. Develop a template for assessment and evaluation using clearly identified Ministry technical expectations for e-learning services based on or related to international standards
3. The consultant will conduct a detailed exercise of accessing and using the e-Learning Platform to achieve the required knowledge of its architecture, functionality, operations and capabilities taking into consideration the underlying infrastructure
4. Assess the current level of functionality and availability of the e-Learning Platform and the underlying infrastructure in relation to the services needed to ensure the distribution of effective e-learning capability to schools. This will include the examination of reception and use issues in the MOE and the field directorates and schools
5. Determine the gaps in functionality and capability between current services and needed services
6. Informed by international and national best practices, conduct discussions with the company, the company that developed the platform for the purpose of identifying all variables that impact upon capacity, scalability and robustness
7. Draw the technical procedure for validating the level of performance of the platform for 100,000 concurrent users. After the procedure requirements are met, the consultant will then carry out the procedure and verify the level of performance. If such requirements are not available, the consultant shall carry out an alternative procedure to obtain the maximum practical number of concurrent users at the heaviest operational conditions. The consultant will be responsible for obtaining all required tools and mechanisms necessary to carry out these steps
8. Based on the findings of an assessment of current practices and future needs, develop a detailed strategy and implementation plan for updating infrastructure, architecture and operation, and maintenance and support requirements
9. Work with company staff, as necessary and feasible, to develop the mechanisms to incorporate recommendations for modification or enhancements of design, operations, and maintenance/support requirements
10. Verify, once the changes are made, the expected outcomes in terms of the e-Learning Platform and the underlying infrastructure capacity, performance, scalability and robustness. The consultant will then issue a suitable certificate to reflect the status of the e-Learning Platform and the underlying infrastructure at the end of this exercise

Language Requirements
The consultant will possess excellent communication skills in written and spoken English. Some facility in Arabic would be an asset.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Bank in January 1997 and revised in September 1997,January 1999 and May 2002.
