Investigation, Design, Drawing, Supply, Fixing and Erection/Installation of Pre-engineered Buildings - 56 Units

1. The Government of Islamic Republic of Pakistan has received a “credit” from the International Development Association towards the cost of the Earthquake Additional Financing Project (EAFP) and intends to apply a portion of the proceeds of this credit to payments under the Contract: Investigation, Design, Drawing, Supply, Fixing and Erection/Installation of Pre-engineered Buildings - 56 Units

2. The EAF Project Coordination Unit of the Local Government & Rural Development Department, Government of AJK now invites sealed bids from eligible bidders for the works in the earthquake affected areas of Azad Jammu and Kashmir (AJK) under the above named Contract as per details given below:

Quantum of Work:

- District Neelum - Primary Schools: two rooms = 03 Units; four rooms = 02 Units, TOTAL District Neelum = 05 Units

- District Muzaffarabad – Primary Schools: two rooms = 18 Units; three rooms = 01 Unit; four rooms = 01 Unit, Offices: three rooms = 01 Unit, TOTAL District Muzaffarabad = 21 Units

- District Bagh – Primary Schools: two rooms = 08 Units; three rooms = 03 Units; four rooms = 02 Units; six rooms = 01 Unit, Offices: six rooms = 01 Unit, TOTAL District Bagh = 15 Units

- District Poonch – Primary Schools: two rooms = 09 Units; three rooms = 03 Units, Offices: three rooms = 02 Units, TOTAL District Poonch = 14 Units

- District Sudhanoti - Offices: three rooms = 01 Unit, TOTAL District Sudhanoti = 1 Unit

The construction completion period of 56 Units is 180 days (six months).

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

4. 5. Qualifications requirements include:

6. A complete set of the Bidding Documents may be purchased from the Project Coordinator of EAFP, at the address given below, on payment of non-refundable fee of PKR 5,000 (Pakistan Rupees Five Thousand) or equivalent amount in a freely convertible currency, through a pay order/bank draft in favour of the Project Coordinator, EAFP, AJK. The Bidding Documents will be sent to the bidder’s address by courier service if so requested. In such case the amount of non-refundable fee will be PKR 6,000 (Pakistan Rupees Six Thousand) or equivalent in a freely convertible currency. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the Project Coordinator, EAFP, at the address given below on or before 1230 hours (Pakistan Standard Time - PST) on October 1, 2007. Electronic bidding will not be permitted. Late bids will be rejected. All bids must be accompanied by a Bid Security of PKR 3 million (Three million Pakistan Rupee) or equivalent in a freely convertible currency.

8. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address given below at 1300 hours (PST) on October 1, 2007.
