GENERAL PROCUREMENT NOTICE No 4

The Millennium Challenge Corporation (“MCC”) and the Government of Ghana (the “Government”) have entered into a Millennium Challenge Compact (the “Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Ghana in the amount of approximately five hundred and forty seven million USD (“MCC Funding”). The Millennium Development Authority (“MiDA”) on behalf of the Government intends to apply a portion of the proceeds of MCC Funding to eligible payments under this Contract. Payments by MiDA will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC Funding, of the Compact. No party other than the Government and MiDA shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.
The five-year Compact is aimed at reducing poverty through modernisation of agriculture in three designated areas of the country, namely;
• The Northern Agricultural Area; comprising five districts: Savelugu Nanton, Tolon Kumbungu, Tamale Metro, West Mamprusi and Karaga (the “Northern Zone”);
• The Afram Basin Area; comprising six districts: Ejura Sekyedumasi, Kwahu South, Fanteakwa, Afram Plains, Sekyere East and Sekyere West (the “Afram Basin Zone”);
• The Southern Horticultural Belt Area; comprising twelve districts: Gomoa, Awutu Efutu Senya, Akuapim South, Manya Krobo, Dangme West, Yilo Krobo, Kpandu, Hohoe, Ketu, Keta, South Tongu and Akatsi (the “Southern Zone”).

Activity Name: Gender/Sensitisation Expert

Brief Description of Activity: MiDA intends to recruit a gender expert (Individual Consultant), who would join with a NGO/Consultant Team of experts in an exercise to sensitise and consult beneficiaries under its systematic titling pilot activity in the Awutu-Efutu-Senya Pilot District. The consultant would give guidance in addressing the gender issues for the above exercise.

Activity Name: Land Surveyors

Brief Description of Activity: The assignment is required to identify all existing land holdings in the pilot registration district, place them in the title register and issue land title certificates to all proprietors. The Consultant would carry out a framework survey for Pilot Registration Districts (PRD), framework survey of sections of the PRD and assist stakeholders in dissemination workshops and the preparation of the Demarcation Index Map (DIM).

Activity Name: Packhouse at KIA International Airport

Brief Description of Activity: A Consulting Firm is required to asses the present suitability regarding the construction of a Packhouse at KIA Airport, and at the same time carry out a Road Traffic Survey of the neighbouring area. Then to assist in the preparation of Bid Documents for the construction of the Packhouse, followed by Construction Supervision.

Activity Name: Pre-Cooling Equipment for Nucleus Farmer’s Packhouses

Brief Description of Activity: Specifications are being drawn-up for the supply of cooling equipment (blast air coolers) for a number of existing Packhouses which are located in various districts of the Project areas. Farmer’s will be able to select from say, four or five types of equipment according to their needs, type of existing Packhouse and location of their Packhouse.

Activity Name: Improvement to VLTC Ferry Services

Brief Description of Activity: A Consulting Firm is required to assist the Volta Lake Transport Company with major upgrading of its facilities, vessels and support equipment for the Ferry Service at the Adawso-Ekye Amanfrom Ferry Crossing. The Consultancy will be carried out in three Phases (I) Preparation of Feasibility Studies and Environmental Impact Assessments, (II) Final Design and preparation of Bidding Documents for the five project components, and (III) Supervision of Project Implementation.
The five components are:
1. Construction of two double-ended vehicle/pedestrian Ferries;
2. Rehabilitation of the Akosombo Floating Dock;
3. Civil Works at the landing stages at Adawso and Ekye Amanfrom;
4. Upgrading of the terminal facilities at both locations, and
5. Extraction of tree stumps from the crossing route between the two locations.

Activity Name: Cheque Code Line Clearing System/ Automated Clearing House System

Brief Description of Activity: The Bank of Ghana is modernising its cheque code clearing system and integrating this into automated clearing houses during the coming months. Specialist Consultants/Suppliers will be engaged to provide the necessary infrastructure design and facilitation, as well as the equipment required for these two Systems, which are combined into one single project.

Activity Name: External Audit Services

Brief Description of Activity: An Audit Firm is required for Financial Audit of MCC Resources Managed by MiDA for the accounting period January 2007 to December 2008. The Firm will be selected by competition amongst those MCC Office of the Inspector General approved auditors for Ghana.
Contracts for Goods, Works, and Services financed under the Program will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines dated May 22, 2007, and Procurement is open to any person from an eligible source country as defined in the said Guidelines, which may be downloaded from the MCC website (http://www.mcc.gov).
