7. Contract description: The National Authorising Officer is seeking to
recruit a suitably experienced service provider to deliver technical
assistance to the Office of the Auditor General within the framework of
the project 'EC Support to the Office of the Auditor General in Eritrea'.
The service provider is expected to provide a number of long, medium and
short-term experts who will be posted in Asmara, Eritrea. The services to
be covered include (indicative) ACCA tutorial support to professional
accounting students and auditors; development of the skills and experience
of professional accounting students; updating and development of general
purpose audit manuals; revision and specification of IT audit needs in the
OAG; development of a performance audit capability; provision of CDP
training; and provision of management, auditing and accounting training.
8. Indicative maximum budget: EUR 898 000.
9. Intended timing of publication: December 2007.
10. Additional information: The total contribution of the European
Commission is estimated at EUR 1,95 million within an expected project
implementation period of 48 months.
The overall objective of the project is to promote effectiveness,
accountability and transparency of public financial management (PFM) in
Eritrea. The specific objective (purpose) is to develop the institutional
capacity of the Office of the Auditor General (OAG).
11. Legal basis: ACP-EC Partnership Agreement signed at Cotonou on
23.6.2000 (OJ L 317, 15.12.2000), and revised in Luxembourg on 25.6.2005.
Decision No 2/2002 of the ACP-EC Council of Ministers published in OJ L
320 of 23.11.2002.
Remarks:
There must be a minimum period of 30 calendar days between the publication
of this contract forecast and the publication of the corresponding
procurement notice.
