For the Implementation of a National Communication Campaign
RFP no.58 WB/2007

The Government of the Hashemite Kingdom of Jordan has received a World Bank Loan towards the implementation of the Education Reform for Knowledge Economy (ERfKE) I Project. It intends to apply a portion of this Fund to purchase the services identified in this advertisement.
The services will support the objective in building a consensus for the National Education Strategy, and raise public awareness, understanding and commitment to the adopted strategic directions.
The Ministry of Education has developed a detailed communication strategy and implementation plan that defines the communication combination and media channels to be used, the timing, frequency and intensity of each message.

The Ministry is seeking the services of a qualified firm to implement the Communication Campaign. The main expected outputs and deliverables of this consultancy services that will be undertaken by the implementing agency are:

• Creative Execution
• TV and Radio Spots production
• Print and promotional material printing and production
• Media booking, placement, monitoring and evaluation
• Conducting and supervising PR events and activities

The Ministry of Education (MOE) intends at this stage to request Expressions of Interest (EoI) from qualified consulting firms for this assignment. The consulting firm must demonstrate competency in the areas of:

• Implementation experience of national communication campaigns preferably in the area of social communications.
• Clear understanding of media and communication industry preferably in the country or in the region

Consultants who are interested in being considered for this assignment shall present an Expression of Interest covering the following information:
1. A brief description of the firm indicating, size, staffing, scope of services, main fields of activities and areas of expertise
2. A list of all pertinent assignments undertaken during the last three years and details of at least three of those relevant assignments. The information should include a clear description of the assignment, contact details of the client, contract value and the key staff provided by the firm.

An Expression of Interest may be submitted by firms or by associations between firms, e.g. joint ventures and sub-consultants. Once a short list has been finalized, any association among short-listed firms may only be changed with the written approval of the MoE. The MoE expects to shortlist a maximum of six firms or associations of firms. Only short-listed firms will receive the Request for Proposals (RFPs) and will be invited to submit technical and financial proposals.

Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Bank in January 1997 and revised in September 1997, January 1999 and May 2002

Expression of Interest should be submitted with the required information as detailed above no later than Sunday 25 November 2007 to the following address:
