PHRD Grant TF 090314 for the Preparation of Social Protection II Project

The Government of the Republic of Azerbaijan has received PHRD Grant from the Japan International Cooperation Agency through International Bank for Reconstruction and Development toward the cost of Preparation of Social Protection II Project in the amount of US $ 970,000 equivalent, and intends to apply part of the proceeds to payments for goods, consulting, training and other related services to be procured under this project.

The objectives of the operations/projects associated with the grant are to strengthen social protection delivery mechanisms through:

(i) Improved social assistance targeting and implementation;
(ii) Strengthened labor market institutions and policies;
(iii) Improved employment services;
(iv) Improved access to and quality of social work, care and rehabilitation services for children in difficult circumstances, youth, vulnerable women, persons with disabilities and the elderly;
(v) Improved disability assessment services

The project includes the following components:
• Targeted Social Assistance.
• Disability certification services.
• Labor Market Institutions and Policies.
• Social Work, care and Rehabilitation Services.
• Expansion of the MIS.
• Training, Goods and Incremental Operating Costs

Procurement of contracts financed by World Bank will be conducted through the procedure as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, current edition, and is open to all eligible bidders as defined in the guidelines.

Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, current edition. Specific procurement notices for contracts for consultancy services will be an announced under the World Bank’s Selection Based on Consultants Qualifications (CQ) and Individual Consultants (IC) procedures and they become available, in UN Development Business and dg-Market.
