GENERAL PROCUREMENT NOTICE

The Islamic Republic of Afghanistan intends to apply for financing in the amount of US$ 20 million equivalent from the World Bank toward the cost of the Kabul Urban Waste Management Project and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components:

1. Component 1: Institutional strengthening of the Kabul Municipality (including strengthening of the Finance and Administration Functions and the Department of Sanitation) There will be consultancy assignments for (i) Municipal Financing (ii) Operation Support (iii) Engineering support.
2. Component 2: Improvement of Disposal Facilities, Transportation and Collection of Municipal Solid Waste (MSW) and On-Site Sanitation (OSS) residues in Kabul City. Grant will finance Construction & Operation of a Sanitary Landfill/Compost Plant under this component.
3. Component 3: Strategic Sanitation Planning in 5 Main Provincial Towns

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004 and revised October 2006 and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 and revised October 2006.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts estimated to cost more than US$ 200,000 for providing consultancy services will be announced, as they become available, in UN Development Business and Dgmarket.
