GENERAL PROCUREMENT NOTICE

Second On-farm Irrigation Project
Grant IDA № Н312 - KG

The Kyrgyz Republic has received a Development Grant from the International Development Association (IDA) in the amount of US$16 million towards the cost of the Second On-farm Irrigation Project. It intends to apply the funds of the Grant to cover eligible payments for consultancy services, works, and goods to be procured under the project.

The project will have the following components:
(i) WUA Strengthening
(ii) Infrastructure Rehabilitation and Modernization
(iii) Project Management

Procurement of consultancy services will include:

1. Consultants on design and construction supervision;
2. International consultancy services (mainly individuals) to provide specific short-term inputs, related for example to Agriculture Economics, Water Management, and monitoring and evaluation;
3. Audit of the Project activity.

The following works will be procured:

(1) Rehabilitation of irrigation systems, including headworks, that are managed by Water Users Associations.

Procurement of goods will include:

(1) Procurement of office equipment;
(2) Procurement of vehicles; and
(3) Procurement of field tools.

Procurement of works and goods contracts financed by the Grant will be concluded through procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004 and revised in October 2006, and is open to all eligible bidders as defined in the Guidelines.

Consultancy services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and revised in October 2006.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for Quality and Cost Based consultancy services will be advertised in UN Development Business, dgMarket, and Slovo Kyrgyzstana National newspaper.
