6. Nature of contract: Fee-based service contract.
7. Contract description: The Delegation of the European Commission to
Eritrea is seeking to recruit a suitably experienced service provider to
conduct an ex-post evaluation of programme estimates and annual monitoring
of all the activities implemented in the framework of the 'EC support to
the education sector'.
The service provider is expected to provide the services of 4 experts who
will conduct a minimum of 3 missions over the period of implementation of
the EC-funded project 'EC support to the education sector in Eritrea'.
8. Indicative maximum budget: EUR 350 000.
9. Intended timing of publication: February 2008.
10. Additional information: The total contribution of the European
Commission to the 'EC support to education' is estimated at EUR 53 000
000.
The overall objective of the 'EC support to education' project is to
improve access to, and the quality of, primary education (elementary,
middle and TVET) with the aim of achieving education for all. The specific
objective of the EC support is for the learners of Eritrea to benefit from
improved quality and provision of education.
This intervention will improve access to schooling, while maintaining
quality education and ensuring accessibility and relevance of primary
education and basic TVET. Attention is also given to pre-school and adult
education and to the strengthening of distance education delivery. These
interventions will be made sustainable through capacity building of the
Ministry of Education.
Three components were identified for EC support in pillars (i), (iii) and
(iv) of the ESDPV (Education Sector Development Programme — Ministry of
Education — April 2005). These components address professional development
of primary education teachers and basic TVET instructors (component 1),
system quality development (component 2), and construction including
provision of equipment (component 3).
The activities for component 1 and 2 will be carried out through direct
labour operation and implemented in the form of programme estimates
(programme of activities to be carried out and an estimate of their cost).
The construction activities under component 3 will be implemented through
a trust fund with the World Bank and will be subject to a World Bank
semi-annual supervision mission.
All the programme estimates and works activities will be monitored
annually and evaluated ex-post by independent experts under this contract.
11. Legal basis: ACP-EC Partnership Agreement signed at Cotonou on
23.6.2000 and its revision.
Decision No 2/2002 of the ACP-EC Council of Ministers published in OJ L
320 of 23.11.2002.
Remarks:
There must be a minimum period of 30 calendar days between the publication
of this contract forecast and the publication of the corresponding
procurement notice.
