The Islamic Republic of Afghanistan intends to apply for financing in the amount of US$ 20 Million from the International Development Agency (IDA) toward the cost of the Afghanistan Skills Development Project. The GOA intends to apply part of the proceeds to payments for goods, works, related services, and consulting services, to be procured under this project.

The project will include the following components:

Component 1: Develop Regulatory and Quality Assurance Framework for TVET
Component 2: Improve Relevance, Quality and Efficiency of TVET
Component 3: Skills Development Program and Market Linkages with a Rural Focus
Component 4: Research, Monitoring & Evaluation

There will be several major consultancies, goods and works contracts awarded under this project. The works contracts will be specifically under Component 2.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004 and revised October 2006, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 and revised October 2006
Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and local newspaper and magazines. The ICB thresholds for works contracts is US $ 5,000,000/- and the threshold for the provision of goods contracts is US $ 200,000.
