4. Financing: Financing agreement 'Institutional support for road
maintenance and access in Guinée forestière' (No 9712 — 9 ACP-GUI 14).
5. Contracting authority: La République de Guinée représentée par
l'ordonnateur national du Fonds européen de développement (FED), Conakry.
6. Object of the contract: Technical assistance contract.
7. Contract description: Under this project, technical assistance is to
be provided for the bodies responsible for road maintenance in Guinea (in
particular the Direction nationale de l'entretien routier — National Road
Maintenance Authority — and the Fonds d'entretien routier — Road
Maintenance Fund), with the aim of making the road maintenance system
efficient, effective, sustainable and technically valid, managing it in a
transparent manner, and allowing private operators in the transport sector
to become more involved.
The organisation of various training programmes is an important part of
the project; several training courses should be planned to cover
requirements identified throughout the project.
8. Maximum budget available: EUR 3 500 000.
9. Scheduled date for publication of the contract notice: 1/2008.

11. Legal basis: ACP-EC Partnership Agreement signed in Cotonou on
23.6.2000 and revised in Luxembourg on 25.6.2005 (OJEC No L 317 of
15.12.2000 and OJEU No L 209 of 11.8.2005).
Decision No 2/2002 of the ACP-EC Council of Ministers of 7.10.2002
regarding the implementation of Articles 28, 29 and 30 of Annex IV to the
Cotonou Agreement (OJEC No L 320 of 23.11.2002).
