6. Nature of contract: Fee-based contract.
7. Contract description: A decentralised project is being hosted at the
Jordan Enterprise Development Corporation (JE) (www.jedco.gov.jo). It has
objectives concerned with development of the service sector in the
Jordanian economy, creation of employment and income generation
opportunities within the sector, and developing exports of services.
Improvement of the regulatory framework for the sector, and strengthening
the capacities of Jordanian public sector bodies mandated to promote
service sector development are also to be achieved.
Project management is to be entrusted to a directorate within JE.
Under this contract, an international consultant with a strong background
in SME support programmes will assist JE in developing the project
activities for the first 2 years from the inception of the project. The
consultant will in particular advise on developing the needed capacities
for project management, accounting and reporting in line with the
procedural requirements of the Jordanian Government and the EC.
Appropriately qualified international long-term experts will support the
concerned directorates in JE as well as the Jordanian Ministry of Industry
and Trade in the following fields: technical assistance to
firms/associations/business clusters; service exports promotion; service
SME access to finance; and appropriate public policy and regulatory
development.
8. Indicative maximum budget: EUR 2 000 000.
9. Intended timing of publication of the procurement notice: January
2008.
10. Additional information: This forecast notice is published under
suspension clause pending the adoption by the Commission of the related
financing decision (foreseen in November 2007).
11. Legal basis: Regulation (EC) No 1638/2006 of the European Parliament
and of the Council of 24.10.2006 laying down general provisions
establishing a European Neighbourhood and Partnership Instrument.

procurement notice.
