NAME OF PROJECT: MILLENNIUM CHALLENGE ACCOUNT – CAPE VERDE

SECTOR: INFRASTRUCTURE PROJECT – PORT OF PRAIA


PORT OF PRAIA EXPANSION AND MODERNIZATION WORKS – PHASE 1

The Millennium Challenge Corporation signed, on July 4th, 2005, a five-year Compact with the Government of Cape Verde for US$110,078,488 (one hundred ten million, seventy-eight thousand, four hundred and eighty-eight United States Dollars).. The program is comprised of three projects: i) Watershed Management and Agriculture Support, ii) Infrastructure Development, and iii) Private Sector Development. For the implementation of the program, the Millennium Challenge Account-Cape Verde (MCA-Cape Verde) intends to apply part of the proceeds for Contracting a Port Project Management Consultant (PPMC):

The Phase 1 of the Port of Praia Expansion and Modernization Works includes the construction of the New Access Road, the 14 hectares Cargo Village, Rehabilitation of the Quay 2 and its backyard re-paving.

1. Access Road - The purpose of the future road is to link the existing port facilities to the future cargo village and to connect that cargo village to the existing Praia Ring Road. The road can be divided into two sections: The first section will start at the port, climb up to the cargo village and end at the roundabout at the north-eastern corner of the cargo village. This section is 1 km long and includes 300 m of shore protection works, with 3 x 3.75 m lanes. The second section shall start at the above-mentioned roundabout and end at the existing roundabout located on the old airport runway. That section is 1.2 km long, with 2 x 3.75 m lanes in each direction.

2. Cargo Village - a cargo village shall be built on the 14 ha reserved area, north of the tank farm. That cargo village shall accommodate a Container Yard, a Customs Impoundment Area, and a Business Park for housing the Port Operator, the Customs, the various local freight forwarders and shipping agents. Most of the available area shall be flattened by excavating soil and rock (total quantity close to 400,000 m3).

3. Quay 2 Complex - The works are aimed at transforming the quay n°2 complex into a modern container and general cargo area. This includes the rehabilitation of the 225 m long quay wall built in the 80s as a gravity block wall topped by a capping beam with foundation at – 7.5 m, Demolition of two front sheds, and re-paving with concrete blocks (pavers) an area of5.5 hectares.

The Millennium Challenge Account – Cape Verde (MCA–CV) issues this specific procurement notice to inform interested contractors that it will soon open competition for above mentioned works. A revised specific procurement notice for this tender, with updated information based on final bidding documents, will be issued in January 2008 in the local newspapers, MCA-Cape Verde site (www.mca.cv), UNDB and dgmarket web sites.

A contractor will be selected in accordance with the procedures set out in the Millennium Challenge Account – Cape Verde Procurement Guidelines, included in the Procurement Agreement.
