GENERAL PROCUREMENT NOTICE

The Government of the Republic of Uganda has applied for financing in the amount of US$ 55 million equivalent from the World Bank towards the cost of LOCAL GOVERNMENT MANAGEMENT AND SERVICE DELIVERY (LGMSD) PROJECT and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Uganda.

The project will provide phased support for the implementation of the Government’s Public Financial Management (PFM) Reform Program and the Decentralisation Policy Strategic Framework (DPSF) that will require step by step policy reform and institutional development. The project is designed to support the implementation of the Financial Management and Accountability Programme (FINMAP) and Local Government Sector Investment Plan (LGSIP) and it will comprise a logical sequence of sector policy enhancements, institutional development and improved service delivery through investment activities.

The project will include the following components

Component 1- Support to the Public Financial Management Reform Program

The objective of this component is to strengthen Public Financial Management at central and local government levels and ensure the efficient, effective, transparent and accountable use of public resources as a basis for improved service delivery and poverty eradication.
Activities under this component include:

(i) Rollout of Financial Management system in Ministries, Agencies and Local Governments;

(ii) Strengthening of the Ministry of Local Government (MoLG) and local Governments’ capacity through professional training and capacity building in the areas of budget formulation, financial management and control; and financial reporting;

(iii) Implementation of the Good Governance and Anti-Corruption (GGAC) Strategy in Local Governments;

(iv) Increasing local revenues;

(v) Monitoring and Evaluation.

Component 2- Support to the Local Government Sector Investment Plans

The objectives of this component will be to support Local governments with discretionary development funds to deliver quality and sustainable basic services and empower communities to effectively participate in the planning, implementation, monitoring and evaluation of community level initiatives for service delivery and livelihoods.

It has the following subcomponents:

(i) Local Development Grants (LDG): to be allocated to LGs based on population, poverty count and land area;

(ii) Community Driven Development (CDD) grants for use at the parish and village level for community programmes aimed at improving livelihoods through community change and action;

(iii) Capacity Building Grants (CBG): to be allocated to Local Governments for their demand driven capacity building activities to strengthen local governments in post conflict areas; facilitate career development of LG staff; and skills development through the use of generic training modules (GTM) and professionalization of selected senior LG staff;

(iv) Support to Local Governments in Northern Uganda, focusing on Human Resource management for the local governments in the region, as well as the construction, refurbishment and retooling of local government offices.

Component 3 – Institutional support to Government

The component will support the process of change management within Ministry of Local Government and local Governments. Activities will include:

(i) Strengthening of MoLG to enhance its ability to oversee the implementation of newly introduced sectoral reforms;

(ii) Program support to the management and coordination of activities under the program through improved M&E and quality of communication.

The Government of the Republic of Uganda intends to use the proceeds of the credit to finance the cost of Goods, Works and Services.

The Goods and Works will include:

i) Computer Hardware and Accessories for Upgrading of the Integrated Financial Management System (IFMS) Data Centre, Deepening of the IFMS in existing sites and Further rollout of the IFMS in central and local governments

ii) Motor vehicles and Motorcycles to facilitate implementation of Financial Management systems in local governments

iii) Civil works for site preparation for rollout of IFMS

iv) Supply and Installation of a Financial Management System for Local Governments.

Consulting Services to be procured shall include:

1. System Integration Services for further rollout of the Integrated Financial Management System (IFMS) to government agencies and local governments;

2. Design and implementation of Capacity Building programme for further rollout of the IFMS;

3. Management and technical support for further rollout of the IFMS in government agencies and local governments;

4. Management and technical support for the implementation of Financial Management Systems in Local Governments;

5. Professional training and capacity building for Local Governments in the areas of budget formulation, procurement management, financial management and control and financial reporting;

6. Supervision of site preparation civil works;

7. Implementation of Good Governance and Anti-corruption (GGAC) strategy in Local Governments;

8. Development of training materials for the Community Driven Development (CDD) initiatives for the Local Governments.

Procurement of contracts financed by the credit will be conducted through the procedures as specified in the Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible Bidders as defined in the guidelines. Consulting Services will be selected in accordance with the Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Current Edition).

Specific procurement notices for contracts to be bid for under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket and local newspapers.

Prequalification of suppliers and contractors will be required for the following contract(s):

(i) Supply and Installation of a Financial Management System for Local Governments.
