IDA Credit No.3689-1-Pak


Supply and Installation of Double Storey Pre-engineered Office Units at Muzaffarabad and Bagh


1. The Islamic Republic of Pakistan has received a credit from the International Development Association towards the cost of the Earthquake Additional Financing Project (AJK CISP – Part Z), and it intends to apply part of the proceeds of this credit to payments under the contract for Supply and Installation of Double Storey Pre-engineered Office Units at Muzaffarabad and Bagh (AJK)

2. Project Coordinator, Earthquake Additional Financing Project, Planning & Development Department, Azad Government of the State of Jammu & Kashmir, now invites sealed bids from eligible bidders for Supply and Installation of Double Storey Pre-engineered Office Units at Muzaffarabad and Bagh (AJK) as per details given below;

2.1 The Work is divided into two (02) lots

- Lot-I shall have two (02) office blocks with its CIP at Muzaffarabad
- Lot-II shall have one (01) office block with its CIP at Bagh

2.2 Irrespective of the lots, the covered area of one (01) office block shall be 29,196 square feet

2.3 The bidders may bid for either or for both lots. Evaluation of bids shall be carried out lot-wise and accordingly the Contracts shall be awarded.

2.4 The scope of works shall be “Supply and Installation of Double Storey Pre-engineered Office Units” as per relevant codes / standards and technical specifications including architectural finishes, electrical, plumbing, roofing, plinth protection and drainage works complete in all respects to make each office unit operative up to the entire satisfaction of the user.

2.5 The bid security shall be as follows:

- Lot-I - PKR 3.63 Million
- Lot-II - PKR 1.38 Million

2.6 Bidders must fulfill the qualification criteria prescribed in the bidding document

2.7 The completion period for each lot shall be as follows;

- Lot-I - 270 calendar days (nine months)
- Lot-II - 150 calendar days (five months)

3. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

4. Interested eligible bidders may obtain further information from The Project Coordinator EAFP (Muzaffarabad) and inspect the bidding documents at the address given above during working day from 0900 hrs. to 1430 hrs.

5. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee PKR 6,000/- (Pakistan Rupees Six Thousands) or in US $ 100/- (US Dollars One Hundred). The method of payment will be through a Pay Order / Bank Draft in favour of the Project Coordinator, EAFP, Muzaffarabad (AJK). Interested bidders who wish to receive the Bidding Documents through courier shall provide an additional sum of PKR 500/- for delivery within Pakistan and PKR 600/- or US$ 10/- for delivery overseas. No liability will be accepted for loss or late delivery.

6. Pre-bid meeting will be held on January 03, 2008 at 1000 hrs. in Kashmir House, Islamabad.

7. Bids must be delivered to the address given below at or before 1200hrs. (Pakistan Standard Time – PST) on January 17, 2008. All bids must be accompanied by a Bid Security as stipulated in 2.5 above. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 1300 hrs. on January 17, 2008
