GENERAL PROCUREMENT NOTICE
Loan No. 74880-BR
Project ID No. P089929

The Rio Grande do Norte State Government has applied for financing in the amount of US$ 35,900,000 equivalent from the World Bank toward the cost of the Rio Grande do Norte Integrated Water Resources Management Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components

Component 1 - Institutional Development and Water Resources Management Instruments. The objective of this component is to improve the state’s water resources management capabilities and develop adequate water resources management instruments. The Component 1 includes the following consulting services and goods:

Consulting Services:
1. Strengthening of state policies and development strategies in irrigation sector
2. Updating of the State Water Resources Management Plan
3. Hydrological studies of Barreiras groundwater resources.
4. Development of the Water Resource Information System
5. Development of a water rights system.
6. Development of an operational model for state-run water infrastructure
7. Development of an operational model of water supply systems for small communities.
8. Design of a monitoring and evaluation system for the State Government Programs

Goods
1. Implementation of a water resources monitoring and evaluation network – purchase of hydrological monitoring equipment.

Component 3 - Water Infrastructure. The objectives of this component are to enhance the state's water management capabilities and to improve general water availability. The Component 3 includes the following works and goods:

Works
1. Rehabilitation and Maintenance of 15 (fifteen) dams in the Rio Grande do Norte State.
2. Improvement of the Monsenhor Expedito Water Transmission System
3. Implementation and maintenance of 20 (twenty) new small desalinization in the Rio Grande do Norte State;
4. Implementation of water supply systems in 70 (seventy) small communities in the Seridó region of the State

Goods
1. Acquisition of equipments for the expansion of the Monsenhor Expedito Water Transmission System.

Component 4 - Project Management

Consulting Services:
1. Design and operation of the Project's Monitoring and Evaluation System

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in the National and State Daily Official Gazettes.
