Millennium Challenge Account Program Procurements

FOMILENIO, El Salvador

General Procurement Notice – Procurement Plan Number Three, Dec. 2007 through June 2008


The Government of El Salvador, (GoES) continues to implement a five year grant from the Government of the United States of America through the Millennium Challenge Corporation, through Fondo del Milenio – El Salvador (FOMILENIO), and has planned to implement procurement actions for goods, works and services during the first half of 2008 in the categories listed below. The focus of this program is to reduce poverty in the Northern Zone of the country through sustainable economic growth, and comprises three major projects, (1) Connectivity, (2) Productive Development, and (3) Human Development.

Goods:
• Vehicles (4WD SUVs and Pick-ups)
• IT Equipment (software, computers, printers, servers and networking equipment)
• Central UPS and installation
• Office furniture
• Digital telephone system
• Printing services

Total estimated value US$758,680.

Field Activities, Designs, Feasibility and Environmental Studies, and Consultants:
• Legal Advisory Services
• Consulting Services for Feasibility Studies in Micro watershed Management Plan, Community Training and Final Design for Potable water and basic sanitation systems
• Feasibility Studies and Design for community Infrastructure Projects
• Financial Advisory services for Rural Electrification
• EOI for Agropecuary and Forestry, Micro/small/medium enterprise Development
• IFI Administrator of the Agropecuary Security Fund
• Non-formal Education Training Services and Scholarship Administration Services for Medium and Superior Technical Studies
• Construction Supervision of the Northern Transnational Highway Segments
• Final engineering design and plan for the proposed acquisition of right of way for the Northern Transnational Highway
• Social Support for Families located under the alignment of the Northern Transnational Highway
• Construction Supervision of the Northern Transnational Highway Segments
• Consulting services to develop FOMILENIO’s Website
• Design of FOMILENIO’s Communication Strategy
• Archeology appraisal Services

Total estimated value US$33,751,000.

• Installation Photovoltaic systems for rural households
• 115 km of the new electric networks and connections
• Expansion of the existing electrical network
• Potable water and basic sanitation systems
• Construction of first segment of the Northern Transnational Highway and housing for resettlement of affected population
• Prequalification for second segment of the construction of the Northern Transnational Highway

Total estimated value: $117,710,000.
