GOVERNMENT OF MADAGASCAR
Mainstreaming Climate and Disaster Risk Management into Economic Development in Madagascar (Track II Global Facility for Disaster Reduction and Recovery Technical Assistance) RE-P110453

GENERAL PROCUREMENT NOTICE


The Government of Madagascar has received financing in the amount of US$ 1,140,620 from the Global Facility for Disaster Reduction and Recovery through the World Bank toward the cost of a Technical Assistance to Mainstream Climate and Disaster Risk Management into Economic Development, and it intends to apply part of the proceeds to payments for consultant services, training and workshops to be procured under this project.

The project will include the following components and require the following services:

Component 1. Risk Assessment

Sub-Component 1. Hazard Analysis

Cyclone Analysis - Internship of a Malagasy expert on an international center of excellence to complete analysis of cyclone track and changes in wind strength simulation data, and mapping of final results (July-August 2008).

Drought Analysis – International expert on calibration and interpretation of rainfall data and training for Malagasy experts in international center of excellence (June-August 2008).

Inundation Modeling – Training for Malagasy experts in inundation modeling (August-September 2008)

Review of Meteorological Network System – International individual expert to review Madagascar’s agro-meteorological network system and propose its upgrade.

Risk Atlas – Specialized expert or institution to assemble a comprehensive risk atlas for Madagascar, incorporating key information on hazards, damages, losses, vulnerability and risks.

Component 2. Risk Mitigation

International expert on cyclone proof standards to help national Ministries review and upgrade agriculture infrastructure and public works norms (starting from April 2008).

International cross-visits by national experts to relevant centers of expertise (South-South interchanges) where cyclone-proof standards have been successfully applied.

Component 3. Risk Financing

International expert on contingency funding and transfer risk management (starting from early 2008).

Component 4. Emergency Management

International expert and/or company on early warning systems/MIS to harmonize existing national systems, establish a rapid information system for the National Bureau of Risk and Disaster Management and a “Tableau de Bord” for the Prevention and Emergency Management Unit (starting from March-April 2008)

National expert to assist the Government on finalizing the national and regional contingency plans.

Program Management

A national Project Coordinator (starting from March 2008)
A national Financial and Procurement Officer (starting from March 2008)

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket, the ProVention network, and local newspapers.
