This notice is an update of the one, which was published in dgMarket on 13 February 2008 and in the UNDB on-line on 14 February 2008. Please note that the Email has been changed (at the end).

This invitation for pre-qualification follows the General Procurement Notice for this project that appeared in Development Business No. 660 of 16 August 2005 and updated in dgMarket on 27 August 2007 and in UNDB online on 28 August 2007..
The Government of Islamic Republic of Iran has received a loan from the International Bank for Reconstruction and Development in an amount equivalent to US$ 220 million toward the cost of the Bam Earthquake Emergency Reconstruction Project, and it intends to apply part of the proceeds of this loan to payments under the contract for construction of road from Rayen Junction to Bam of Mahan-Bam-Rostamabad Highway with the total length about 104 Km in two separate contracts as below:
 Contract 1 - Construction of segment “Rayen-Abaregh” (length approx. 59 Km)
 Contract 2 -Construction of segment “Abaregh-Bam” (length approx. 45Km)
Interested Bidders may prepare and submit their applications for prequalification for one or both of the contracts. If Applicants apply for both Contracts, the evaluation of applications shall take into consideration the aggregate of the requirements under respective Contracts stated in Section III of PQ document. The completion period for each Contract shall be 18 months. In case, both the contracts are awarded to one bidder, completion period shall still be 18 months only.
The Road and Transportation General Office of Kerman province intends to pre-qualify contractors and/or firms for works with the following brief description and requirements:
- Location of project is Mahan-Bam-Rostamabad Highway Which is one of the most important roads in the eastern parts of Kerman province in the Islamic Republic of Iran.
- Applicants must have an average annual turn over of at least US$15 million in the last five years for participation in each contract.
It is expected that invitations for bid will be made in August/September 2008.
Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries, as defined in the guidelines. Additional details are provided in the prequalification documents.
Interested eligible applicants may obtain further information from and inspect the prequalification document at the Road and Transportation General Office of Kerman province (address below) between 0800 to 1600 hours, Saturday through Wednesday.
Interested eligible applicants can participate in Prequalification process by payment of a nonrefundable fee of US$ 100 or Iranian Rls 900,000 to purchase relevant documents from February 20, 2008 until April 10, 2008. The Bidding Documents will be sent by Air mail. Under no circumstances shall the Road and Transportation General Office of Kerman province be responsible for any late delivery or loss of the pre-qualification documents sent by Air mail.

In addition, an unofficial copy of the prequalification documents will be sent by e-mail to foreign potential bidders, but the official copy of the prequalification documents can not be purchased electronically.
Applications for prequalification should be prepared and submitted in sealed envelopes, delivered to the address below on or before 14:30 hours (Iran time) on April 30, 2008. Electronic submission of applications will not be permitted. Late applications will be rejected.
