Educational Background
The consultant will hold a post-graduate degree in education administration, management or planning, or business management, or a related field, or an equivalent combination of credentials, knowledge, skills, and experience.

Professional Experience
(Mandatory)
 Substantial experience in education system management or planning with a national, regional, or large school system focus
 Successful recent experience in education management and/or planning preferably in a developing country context
 Skills and extensive experience in the analysis of education reform efforts with respect to school system management and the formulation of strategic options to improve the effectiveness and efficiency of administrative and management operations
 Successful experience working with senior levels of government and/or industry, related to educational management
 Familiarity with the use of up-to-date software applications used in data analysis for school management purposes
(Preferred
 Understanding of the key issues involved in the education sector in the Middle East Region, or specifically in Jordan
 Ability to monitor, document and report on progress
 Excellent organizational, analytical, communication and presentation skills
 Capacity to work in a team environment with minimal supervision
 Excellent written communication skills in English. Arabic would be an asset

Consulting Opportunity/ Individual International Consultant
For the Project Preparation Study: Decentralization
Contract no. 20 WB/2008

The Government of the Hashemite Kingdom of Jordan has received a World Bank Trust Fund towards the implementation of the Education Reform for Knowledge Economy (ERfKE) I Project. It has been agreed that the Trust Fund will be used to undertake the critical identified preparatory studies for the second phase of the Reform. It intends to apply a portion of this Fund to purchase the services identified in this advertisement.

Development and completion of a study of the potential for devolution and decentralization of administrative and management activities within the Jordan education system. This will include a detailed review of the previous and current pilot activities in institutional development and organizational change to assess the potential utility of current initiatives in a broader framework of change that will involve significant and appropriate aspects of decentralization of responsibility and authority with respect to management structures, work processes, roles, and levels and lines of accountability.

Duties and Responsibilities:
1. Review all key ERfKE I documents for Component 1 with particular respect to the National Education Strategy, policy frameworks and institutional development pilots (including PWC and SJE documents)
2. Conduct a review of current Ministry organizational structures, processes and linkages with regard to the existing working relationships between central and field directorates and field directorates and schools
3. Conduct site visits to a representative sample of directorates and schools that have been engaged in pilot activities (teacher hiring, field and school development)
4. Conduct interviews with involved central managing directorates staff regarding the Organizational Performance Improvement Program
5. Review the progress to date of the pilots and assess the current situation in terms of the activities conducted to date, and other exploratory activities that could be initiated to provide a complete survey of all possible areas/activities for decentralization and devolution to create a more process and cost-efficient organization
6. Develop a series of policy and planning options and alternatives for comprehensive systemic institutional development (which would include elements of decentralization and devolution)
7. Lead Ministry and stakeholder discussion groups and focus sessions to discuss the implications of the suggested approaches
8. On the basis of the above, complete a final report that includes a series of recommendations for moving ahead with Institutional Development within ERfKE II (including a provisional plan for implementation and cost estimates)

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Bank in January 1997 and revised in September 1997, January 1999 and May 2002.
