Educational Background
The consultant will possess post-graduate qualifications, Ph.D. preferred, in education administration and management, human resource management, or business management or an equivalent combination of credentials, knowledge, skills and experience
Professional Experience
(Mandatory)
• Substantial experience in educational administration and management, and/or human resource management
• Relevant national or regional experience in education administration and management, preferably within a developing country context
• Skills and experience in the analysis of education reform efforts with respect to teacher allocation, deployment and utilization and the formulation of strategic options to improve the effectiveness and efficiency of human resource development investments in education
• Successful experience working with senior levels of government and institutions in areas related to human resource management
• Experience in the resolution of process issues associated with the planning and implementation of large-scale teacher management and development programs
(Preferred)
• Proven capacity to manage, and work effectively as a leader, trainer and facilitator with groups of educators
• Understanding of the effective use of ICT as a tool and medium for specific subject-based learning, teaching and assessment
• Ability to monitor, assess, document and report on progress
• Excellent organizational, analytical, communication and presentation skills
• Capacity to work in a team environment
• Adaptable, flexible and capable of solving problems in a collaborative way in an intercultural setting
• Understanding and appreciation of the key issues in the education sector in Jordan or other countries in the region
• Excellent written and verbal communication skills in English. Proficiency in Arabic would be an asset

Consulting Opportunity/ Individual International Consultant
For the Project Preparation Study: Teacher Utilization
Contract no. 22 WB/2008

The Government of the Hashemite Kingdom of Jordan has received a World Bank Trust Fund towards the implementation of the Education Reform for Knowledge Economy (ERfKE) I Project. It has been agreed that the Trust Fund will be also used to undertake the critical identified preparatory studies for the second phase of the Reform. It intends to apply a portion of this Fund to purchase the services identified in this advertisement.
The main objective of this study is to determine the optimal interventions in the broad range of teacher human resource elements as a major theme of the ERfKE II program, information, analysis, assessment and recommendations on several issues are required.

Detailed Terms of Reference of the assignment can be requested through the below mentioned email address.

Duties and Responsibilities:
1. Review all relevant ERfKE I documents and reports and other resources on teachers and teacher policy in Jordan, and develop a final work plan to meet the objectives of the study
2. Collect background information on the structure and characteristics of the teaching profession in Jordan and analyse in general and specific terms
3. Develop survey instrument and undertake surveys of representative samples of teachers for information on teacher working conditions, training and work satisfaction
4. Review data and reports and conduct interviews on teacher management support and utilization
5. Using data available from the MOE and international comparisons, analyze current teacher salaries and trends, with international comparisons
6. Review and analyse policies and procedures regarding teacher recruitment and selection, training and development and utilization and performance
7. Assist the MOE in developing a range of policy options for teacher policy implementation in Jordan drawing on the analysis of the Jordanian situation and international trends and best practice
8. Lead Ministry and stakeholder discussion groups and focus sessions to discuss the implications of the suggested approaches to teacher utilization
9. Prepare final report with policy options and recommendations based on analysis and stakeholder inputs

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Bank in January 1997 and revised in September 1997, January 1999 and May 2002.
