• The bidder shall be an established company for a minimum of (3) three years .
• Supplying and maintenance of similar Goods shall be a major activity of the bidder as established from the company’s sales records for the last three years.
• The bidder must have solid financial statements as indicated in his audited Sales and Revenue figures for the last three years. The average of the previous three years annual revenue of the bidder should reach (2) two times the bid price

INVITATION FOR BIDS

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. [607] of [MAY/31/2003] and updated in February /18/2006 .

2. The MINISTRY OF EDUCATION has received a loan from the International Bank for Reconstruction and Development toward the cost of the Education Reform for Knowledge Economy Project I. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for purchasing tools and equipment for Schools.

3. The MINISTRY OF EDUCATION \ Directorate of Procurement and Supplies now invites sealed bids from eligible bidders for the supply of 1086 Digital Microscopes, that will be procured in one contract.

Bidders are allowed to propose only one base solution consisting of all required items; the total price of this base solution shall be filled in the Bid Form and the Price Schedule. However, options to some items within the solution, if any, will be looked at only for the bid selected for contract award, only after the evaluation is completed. Offers based on proposing of some items of the required items instead of complete solution/s (all items) shall not be considered and shall constitute sufficient ground for disqualifying the offer”.

4. Bidding will be conducted through the International Competitive Bidding(ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the above address and upon payment of a nonrefundable fee of [JD 100].

7. The method of payment will be cash or by certified check (in JD only). The bidding documents will be sent by surface mail or courier to overseas interested bidders on their accounts. Only bidders who purchased the bidding documents officially by their names are entitled to participate.

8. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Standard Bidding Documents: Procurement of Goods ( March 2003).

9. Bidders must submit the technical forms fully completed with the necessary information (brand name, origin, delivery period … etc.), and the “Compliance: Yes/No” column.

10. Bids must be submitted to the above address on or before 14:30 o'clock (local time) of April 28th, 2008. All bids must be accompanied by a bid security in the amount of not less than (12,000 JD), in Jordan Dinar or an equivalent amount(s) in a freely convertible currency issued by a reputable bank or financial institution selected by the bidder. If the institution issuing the security is located outside Jordan, it shall have a corresponding financial institution located in Jordan to make it enforceable. Late bids will be rejected.

11. Bids will be opened in the presence of the bidders’ representatives who choose to attend at 15:00 o'clock local time April 28th, 2008.
