• Successful experience working with senior levels of government and institutions in areas related to financial management
• Experience in the resolution of process issues associated with the funding of large-scale financial investments

• Ability to monitor, assess, document and report on progress
• Excellent organizational, analytical, communication and presentation skills
• Capacity to work in a team environment
• Adaptable, flexible and capable of solving problems in a collaborative way in an intercultural setting
• Understanding and appreciation of the key issues in the education sector in Jordan or other countries in the region
• Excellent written and verbal communication skills in English. Proficiency in Arabic would be an asset

Consulting Opportunity/ Individual International Consultant
For the Project Preparation Study: Education Sector Finance
Contract no. 45 WB/2008

The Government of the Hashemite Kingdom of Jordan has received a World Bank Trust Fund towards the implementation of the Education Reform for Knowledge Economy (ERfKE) I Project. It has been agreed that the Trust Fund will be also used to undertake the critical identified preparatory studies for the second phase of the Reform. It intends to apply a portion of this Fund to purchase the services identified in this advertisement.
The main objective of this study is to assess current educational financial expenditure frameworks (including the Mid-term Expenditure Framework developed with the Assistance of the EU), with respect to long-term sustainability measures and results-based financial management options. The analysis will also require projections of the needs for the next 10 years through models and scenarios based on assumptions related to enrollments, school requirements and arrangements. Options linked to the scenarios will be assessed from a long-term cost-benefit perspective.

Duties and Responsibilities:
1. Review all relevant financial data, documents and reports and other related resources on the financing of education in Jordan, including the MTEF produced with the support of the EU (2007) and develop a final work plan to meet the objectives of the study
2. Review background information on the structure and processes of education financial management and analyze in general and specific terms
3. Develop an Interim Report on the current situation in Jordan with respect to education financing and suggest potential policy options for consideration against projections of future needs
4. Conduct an analysis of current trends and future projections (Key Questions 3, above) to evaluate the advantages and disadvantages of various policy options and compile in a draft final report for review and discussion
5. Lead Ministry and stakeholder discussion groups and focus sessions to discuss the implications of the suggested approaches to teacher utilization
6. Prepare final report with policy options and recommendations based on analysis and stakeholder inputs.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Bank in January 1997 and revised in September 1997, January 1999 and May 2002.
