Comprehensive and summative evaluation study of the effect of the different ERfKE interventions.

The National Center for Human Resources Development (NCHRD) established a Monitoring and Evaluation Unit to conduct M&E for the Education Reform for the Knowledge Economy (ERfKE) project, which is financed by a nine international partners including the World Bank. ERFKE project designed to transform the entire Jordanian education system (K-12) in a way that it would produce graduates equipped with knowledge, skills, attitudes and competencies required for a globally competitive knowledge economy. NCHRD intends to apply part of the proceeds of this loan to payments under the contract to hire individual consultant for the Comprehensive and summative evaluation study of the effect of the different ERfKE interventions.
The objective of this study is to evaluate the impact of selected inputs and interventions made in ERfKE on learning and instructional environment. The approach includes careful observations of: instructional activities; implementation of curriculum and assessment tools; quantity and quality of use of materials and in the utilization of technology; school management; relationships between students, teachers, and administrators. The study will include the following activities: (1) Review project material, (2) Prepare a study design and methodology, (3) Selection of a sample of schools, (4) Development of instruments for a structured school visit, (5) Lead school visits and data collection and (6) Analysis of data and producing a report & Conducting a work shop.
NCHRD now invites individual consultants to indicate their interest in providing the services. Individuals must provide information indicating their qualifications and experience in the development and conception of the Evaluation and assessment. The expected contract signature date is the 2ed week of April 2008, and the total level of effort of the assignment is estimated to be about 98 person days.
Qualifications and Experience
The Individual Consultant is expected to hold the following essential skills and experience: (i) At least a masters degree (doctoral degree is preferred) in education or related fields, (ii) At least five years experience in applied qualitative education research and qualitative research, (iii) Evidence of field experience and (iv) Good writing, presentation, and communication skills.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published January 1997 and revised in September 1997 and January 1999.
