Formative Evaluation Study of Two School Initiatives
School Improvement Program (systematic program for organizational performance improvement at district and school levels) and the School Development Unit Program
Contract no.4/2008

The National Center for Human Resources Development (NCHRD) established a Monitoring and Evaluation Unit to conduct M&E for the Education Reform for the Knowledge Economy (ERfKE) project, which is financed by a nine international partners including the World Bank. ERFKE project designed to transform the entire Jordanian education system (K-12) in a way that it would produce graduates equipped with knowledge, skills, attitudes and competencies required for a globally competitive knowledge economy. NCHRD intends to apply part of the proceeds of this loan to payments under the contract to hire individual consultant for the Formative Evaluation Study of Two School Initiatives : School Improvement Program (systematic program for organizational performance improvement at district and school levels) and the School Development Unit Program.

The objective of this study is to : (i) assess and evaluate the experience to-date of the two experiments: School Improvement Program, and School Development Program. (ii Formulate recommendations that would ensure the effectiveness and efficiency of adopting these models on a system wide basis. The study will include the following activities: (1) Review project material and meet with projects teams, (2) Prepare a study design and methodology, (3) Data collection based on case-studies using focus groups, structured visits to districts and to schools, (4) Development of instruments for a structured school visit, (5) Lead school visits and data collection and (6) Analysis of data and producing a report & Conducting a work shop.
NCHRD now invites individual consultants to indicate their interest in providing the services. Individuals must provide information indicating their qualifications and experience in the development and conception of the Evaluation and assessment. The expected contract signature date is the Last week of April 2008, and the total level of effort of the assignment is estimated to be about 47 person days.
Qualifications and Experience
The Individual Consultant is expected to hold the following essential skills and experience: (i) At least a masters degree (doctoral degree is preferred) in education or related fields, (ii) At least five years' experience in applied education research, (iii) Evidence of field experience with education projects and (iv) Good writing, presentation, and communication skills.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published January 1997 and revised in September 1997 and January 1999.
Interested individual consultants must deliver their C.V before April 22, 2008 to the address below.
