Professional Experience
 At least 10 years experience in Special Education programs development and delivery, or the management and administration of Special Education
 Relevant experience in the leadership and management of special education programs at a school system, ministry of education and/or national/international levels
 Knowledge of special education program design, development and implementation in an international context
(Preferred Qualifications)
 Understanding and appreciation of the key issues in Special Education, preferably with regard to the education sector in Jordan or other countries in the region
 Understanding, through practical involvement and experience, of the effective use of ICT as a tool an and medium for Special Education learning, instruction and assessment
 Proven capacity to manage, and work effectively as a leader, trainer and facilitator
 Ability to monitor, assess, document and report on progress
 Excellent organizational, communication and presentation skills

Study Tour Team Leader and Facilitator
Develop and Facilitate Location Training for the Development of Special Education Directorate Staff (Learning Disabilities and Gifted Programs)

The Government of the Hashemite Kingdom of Jordan has received a World Bank Trust Fund towards the implementation of the Education Reform for Knowledge Economy (ERfKE) I Project. It intends to apply a portion of this Fund to purchase the services identified in this advertisement.
The Ministry wishes to contract an expert who can arrange specific training activities in carefully selected international settings for members of the Directorate of Special Education. The Consultant will prepare international training experiences in the designated areas. These location training activities will be in the areas of Learning Disabilities and Giftedness. Each training session or study tour is intended to train a core group of participants from the Directorate in these exceptionalities.

Duties and Responsibilities
Working directly with the General Education Directorate, the consultant will:
1. Review all relevant documents related to the new vision, National Education Strategy implementation, Curriculum and Learning Assessment Framework documentation, and the core national learning outcomes developed through the ERfKE reform process. In addition, the consultant will review specific document relating to special education policies and strategies, including those of the special needs training centers and special needs programs in Jordan along with the final reports and recommendations provided by recent special education program development technical assistance activities
2. Conduct needs assessment of participant staff members to assist in the preparation of the location training itinerary and program requirements
3. Prepare a detailed proposal for the implementation of the detailed content for a training program of 2 weeks duration for special needs staff in the areas of special needs diagnostics, remedial programs, and equipment and counselling for disabled and gifted programs.
4. Complete final proposal (itinerary) schedule, budget, activities, and program) for final approval. The proposal will reference the criteria that were used for selection of the sites relative to the needs of the Directorate
5. Prepare and provide pre-tour orientation information to include, but not be limited to:
• Context for each activity (location, focus, intent)
• Key features that qualify each location as exemplary
• Key personnel at each location
• Features of the program which may or will be relevant in a Jordanian context

6. Orchestrate, lead and facilitate the study tour activities including arrival and departure arrangements and all meetings, seminars, visits, presentations, and preparation of reports
7. Prepare a post-training report which will incorporate lessons learned, and recommendations for improvement of special education programs and services in Jordan (with summary evidence from the individual summary reports of the participants.

Language Requirements
The consultants will possess excellent written and verbal skills in English. Preferred candidates will be bilingual in Arabic and English.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Bank in January 1997 and revised in September 1997,January 1999 and May 2002.
