Eligibility of Bidders:   - Average Annual Turnover of Two (2) Million (EURO €) for the last five (5) years.
- A minimum unused cash and a letter of credit totaling (€ 500,000) Five Hundred Thousand (EURO €) or equivalent foreign currency for a period of five (5) months starting from contract notification date.
- Evidence of having a minimum of 5 years of experience in the actual marine survey and inspection of marine pipes and preparation of technical recommendations and studies for further investigation requirements or measures for repair before full commissioning of the pipes.
- Undertaking and completion of at least two projects in the field of marine survey works and marine pipe inspection with at least one of the considered projects having a contract value of not less than One (1) Million (EURO €) during the last ten (10) years.
- Bidder’s proposed Project Manager shall be a university graduate Engineer with at least 15 years experience in the field of marine survey works, inspection of marine pipes and preparing condition assessment reports and having acted for at least 10 (ten) years as a Project Manager for projects involving works of similar type to the Works included in this Contract

INSPECTION AND SURVEY OF SEA OUTFALL

INVITATION FOR BIDDING
The Republic of Lebanon represented by the Council for Development and Reconstruction (CDR) wishes to receive bids for the Inspection and the Survey of the Sea Outfall of Doura.
The Government of Lebanon has received a loan from the European Investment Bank (EIB) towards the cost of implementation of “THE GREATER BEIRUT NORTHERN SCHEME FOR WASTEWATER COLLECTION SEWER LINES AND THE PRETREATMENT HEADWORKS AT DOURA AND SEA OUTFALL REHABILITATION” and intends to apply part of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bidding is issued.
The Works shall include, but without limitation, the undertaking of a full condition survey and furnishing technical recommendations and studies regarding the status of the Sea Outfall Pipe and the Overflow Pipe.
Bidding is open to firms and joint ventures from eligible Lebanese and foreign companies from the European Union or elsewhere.
Bidders will be subject to Postqualification and shall meet the following minimum qualifying criteria:
- Average Annual Turnover of Two (2) Million (EURO €) for the last five (5) years.
- A minimum unused cash and a letter of credit totaling (€ 500,000) Five Hundred Thousand (EURO €) or equivalent foreign currency for a period of five (5) months starting from contract notification date.

Applicants may inspect and obtain the bidding documents from CDR offices against the sum of 1,000 EUROS (one thousand) in the form of a banker's certified cheque in the name of the Council for Development and Reconstruction.
Submission of bids must be received in sealed envelopes, which must be delivered to the Council for Development and Reconstruction - Tallet Al Serail - Beirut - Lebanon, not later than 12:00 o’clock noon, Beirut local time on 17/7/2008. The bids will be opened at the CDR in a public session at the same mentioned date and time
