Diagnostic Study for PEC Financial Department Short Term Consultancy Assignment
(S-4)

1- The Government of Yemen has received a Credit (No 4172-YEM) from International Development Association (IDA) – World Bank (WB) toward the cost of the Power Sector Project, and intends to apply part of the proceeds for consultant services for Diagnostic Study for PEC Financial Department under Technical Assistance sub-component of the Project.

2- The Public Electricity Corporation (PEC) / Power Sector Project (PSP) now invites local or regional eligible specialized financial individual consultants or individual through firms to indicate their interest in providing their services. Interested consultants must provide information, their experience and competence relevant to the assignment indicating that they are qualified to perform the services. The minimum qualification requirement are as follows:-

• The best consultant will be selected based on the most appropriate qualifications references
• Experience in three similar or related assignments in the last ten years
• Proven record of similar assignment desirably for the energy sector

3- The summarized Scope of Works are as follow :-

• The Consultant will carry out a diagnostic study to identify the weaknesses in the present system and suggest ways for achieving an improved and adequate internal control mechanism at PEC. Assessment of the weaknesses in the existing financial management system in PEC and identifying the short-term and long-term initiatives needed for improving the financial management system of PEC that will provide accurate, timely, and reliable information to all the stakeholders
• The study will provide input and guidance for other activities to be carried out subsequently by other consultants.
• The detailed nature of the assignment will be made available in the Terms of Reference, which will be provided to the short listed consultants among the short listed consultants.

4- Total assignment duration is expected to be 3-4 months (level of effort).

5- Selection of the consultant will be based on the World Bank method “Selection based on Consultants Qualifications – CQS” set forth in the World Bank Guidelines “ Selection and Employment of Consultants by World Bank Borrowers (May 2004 - revised October 2006)”.

6- It is expected that consultants shall submit only relevant information related to the assignment. At later stage interested consultant should provide evidence concerning their general and practical experience and technical competence including capacity building and training.

7- The selected consultant shall be asked to submit a combined technical-financial proposal and then be invited to negotiate the contract.

9- All EOI should be submitted in English to the project address (below) during official working hours not later than July 15, 2008.
