Invitation for Expressions of Interest
Individual Consultancy Services for LED Advisor

1. The Republic of Yemen received a Credit from the International Development Association (IDA), a member of the World Bank Group, to finance the activities of the Port Cities Development Program (PCDP). The Program’s main objective is to create an environment conducive to private sector-led growth in strategic port cities and to the creation of employment opportunities in the three participating port cities Aden, Hodeidah and Mukalla. The Program is designed to be implemented over twelve years and in three phases (PCDP-I, -II, and –III) and is financed through an Adaptable Programmatic IDA Credit.

The PCDP is now seeking the services of a Senior Local Economic Development (LED) Advisor who will be a resident LED Advisor for a period of approximately six months. The LED advisor would be a seasoned expert on local economic development, having worked with cities in different regional and institutional settings (including international assignments) and familiar with key policy issues and challenges that an agency such as the LEDD is facing. The specific tasks of the assignment are set out in the section below:
• Review, Assessment and Assistance in Upgrading the LEDD Strategy and Work Plan
• Implementation of the Agreed Reform and Capacity Building Program
• Updating the LEDD Strategy, Work Program and Performance Management System
• Upgrading and Institutionalizing the LEDD City Economic Database & Information Systems.
• Strengthening Investment Project Appraisal, Economic Analysis & Revenue Analysis Techniques.
• Development of Products and Services targeting the LEDD key client groups
• Guidance, Support and Training in Developing the Organizational Structure, Institutional Capacities and Skills Capacities of LEDD Staff.
• Organization of workshops, training programs and other skills development initiatives for LEDD and other key local stakeholder counterparts.
• Marketing and Promotion

2. The PCDP National Coordinating Unit now invites eligible individual consultants to express interest in providing the full times/long term services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.). A consultant will be selected through Selection based on Individual Consultants' Qualifications in accordance with the procedures set out in the World Bank’s January 1997 (revised September 1997 and January 1999). Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

3. This assignment will require implementation by an individual consultant with demonstrated successful international best practice experience in the area of local economic development, city management, local administration reform programs and related fields. The Consultant would need to have solid financial and economic analysis skills to provide direct support to the LEDD through training and hand-on coaching/advisory services. The Consultant would have a minimum of 10 years experience in the areas noted above and would have advanced graduate degrees in one or more of the following areas: public policy, local public administration, economics, business administration or related field. Arabic is the national language and there is a strong preference for candidates with excellent Arabic language speaking, comprehension and writing skills, though this is not a requirement
4. Interested eligible consultants for this assignment may obtain further information from the Port Cities Development Program office at the address given below. Consultants interested in being considered for this assignment shall present an EOI with the following information:
• A cover letter explaining the consultant’s interest in the assignment;
• Relevant experience and achievements related to the assignment during the last five years as consultant, familiar with the World Bank guidelines;
• Curriculum vitae including relevant assignments, academic qualifications, special skills, including language skills.
• Presenting of references from previous or present clients
