ASSISTANCE TO YEREVAN MUNICIPALITY FOR SUPERVISION OF CONTRACTS FOR SUPPLY AND INSTALLATION OF TRAFFIC SIGNAL SYSTEM AND FOR TRAFFIC MANAGEMENT CIVIL WORKS & GENERAL ASSISTANCE TO THE TRAFFIC MANAGEMENT UNIT

The Republic of Armenia intends to apply to the World Bank to finance an Urban Transport Project focusing on the City of Yerevan, and intends to apply part of the proceeds for consultant services. The services include ASSISTANCE TO YEREVAN MUNICIPALITY FOR SUPERVISION OF CONTRACTS FOR SUPPLY AND INSTALLATION OF TRAFFIC SIGNAL SYSTEM AND FOR TRAFFIC MANAGEMENT CIVIL WORKS & GENERAL ASSISTANCE TO THE TRAFFIC MANAGEMENT UNIT.

The objectives of the consulting assignment are:
(a) to ensure that high quality is achieved with regards to supply of equipment, installation, and construction and by making sure that all goods are supplied and works are carried out in full compliance with the engineering design, technical specifications and other contract documents, that will be implementing by the respective contractors; and

(b) to promote technology transfer either through employment of local staff or firms and by training local Municipality staff.

The Consultant will have four principal responsibilities under this Contract as follows:

(a) Act as the Employer’s designated “Project Manager” to supervise the implementation of the main Traffic Signal System Contract under the project.

(b) Act as the Employer’s designated “Project Manager” to supervise a separate contract for relocating selected existing traffic signal installations to prescribed outlying locations in Yerevan

(c) Act as the Employer’s designated “Project Manager” to supervise the design and implementation of traffic management civil works schemes to be implemented under the project which are not under the Traffic Signal System Contract.

(d) Provide advice and training of Yerevan city staff in traffic management measures to be determined during the course of the assignment.

“Project Manager” means the person appointed by the Employer in the manner provided in the General Conditions of Contract of World Bank’s “Standard Bidding Documents for Supply and Installation of Plant and Equipment” (http://go.worldbank.org/5S2K1O8GY0) and “Standard Bidding Document Procurement of Works Smaller Contracts” (http://go.worldbank.org/4YJ0Y064J0).

The Transport Implementation Unit SI now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 revised October 2006).
