PUBLICATION OF THE AWARD OF CONTRACT


In accordance with para. 2.28 of the „Guidelines for selection and employment of consultants by World Bank Borrowers“ (issue: May 2004) the Borrower (Croatian Ministry of Agriculture, Fisheries and Rural Development) submits to the World Bank following information which should be published in UNDB online and in dgMarket:

- Summary scope of the contract awarded:
The First Phase of the Project („pilot project“)
In the first phase ICT infrastructure will be established, program equipment purchased and establishment of 4 cadastral municipalities tested. The establishment of LPIS will be conducted on field where meetings with farmers will be organized, and farmers will declare about the land use. ILOT reference plot is identified by its position, form (area), land use and owner. Applicant will only declare the culture on the reference plot (ilot). The method will be used during establishment of the initial LPIS state and further system maintenance. Farmers will register their area in the State Administration Office (SAO) (according to the head office of the trade company, cooperative or crafts, i.e. domicile of the holder of the family agricultural farm). In that way SAO directly participate in the establishment of LPIS. During the pilot project, the minimal organizational structure will be established by the employees of SAO in counties.

The second phase of the project („full implementation“):
In the second phase of the project LPIS will be established in the whole Republic of Croatia

 To change the knowledge: in the sense that all interested parties in this project inform about the LPIS and its objectives. The participants shall know that introduction of LPIS is the base for later payment of subsidy.
 To change the attitude: farmers are traditionally (as a target group) reserved to any kind of changes. By the transparent method of work and clear presentation of desired policy, the attitude could be changed.
 To change the behavior: farmers are not especially disposed for cooperation with government bodies. One of the most important factors for successful implementation of this project is cooperation with farmers on the field. By informing the general public, and before all farmers, it will be possible to influence their behavior and stimulate them to cooperate.

Promotional campaign aims to create the positive climate by messages and stimulate each group at who the project refers to (especially farmers), to actively participate in the project. Furthermore, a feeling of partnership and assistance by MAFRD, i.e. DMSSA shall be given during the campaign. The positive attitude of farmers and feeling that decision is not „imposed“on them, but is the result of a partnership, and similarly useful for both sides (government administration and farmers) is very important for the project and government administration
 To inform beneficiaries about the establishment of LPIS in Croatia
 To inform beneficiaries about the reasons of introduction of LPIS and the benefits they will gain from its introduction. To emphasize the Croatia's responsibility to establish the named system before the accession to the EU. To show the farmer’s interest in establishment of LPIS.
 To inform beneficiaries about the possible consequences of non-establishment of the LPIS. Beneficiaries have to be informed in order to understand all rights and advantages they obtain, as well as the obligations by the introduction of LPIS (for example, registration of the change of land use, etc.)
 To give information about the introduction method: technical information, time schedule
 The objective of the promotional campaign is to reach all target groups of potential beneficiaries.

In accordance with the para 2.29 of the „Guidelines for selection and employment of consultants by World Bank Borrowers“(issue: May 2004), any consultant who wishes to ascertain the grounds on which its proposal was not selected - can request an explanation from the Borrower – on the following address (by written signed and stamped request):
