6. Contract description: Under the contract, the successful tenderer
shall supply the following medical equipment: 500 resuscitation bags with
masks and manometer, 100 intensive care cots, 500 saturometers, 150
portable otoacoustic transmitters, 24 instruments to measure evoked
potentials from trunk at stable state, 1 000 acrylic cots, 50 CPR dummies,
100 gynaecology tables, 100 stools, 100 instrument tables, 100 lamps, 100
IV stands, 14 ionto machines, 10 plate shakers, 10 freezers, 14 precision
balances, 30 8-channel pipettes, digital-type channels, 10–100 μL, 1 500
pipette tips x 1 000, 500 laryngoscopes, 10 impedanciometers, 10
free-field audiometers, 500 environmentally-friendly oximeters, 110
binocular indirect ophthalmoscopes, 5 lasers for treatment of the retina
in premature infants. Portable.
7. Number and titles of the lots: Lot 1: 500 resuscitation bags with
masks and manometer.
Lot 2: 100 intensive care cots.
Lot 3: 500 saturometers (pulse oximeters).
Lot 4: 150 portable otoacoustic transmitters.
Lot 5: 24 instruments to measure evoked potentials from trunk at stable
state.
Lot 6: 1 000 acrylic cots, 50 CPR dummies, 100 gynaecology tables, 100
stools, 100 instrument tables, 100 lamps, 100 IV stands, 14 ionto
machines, 10 plate shakers, 10 freezers, 14 precision balances, 30
8-channel pipettes, digital-type channels, 10–100 μL, 1 500 pipette tips x
1 000.
Lot 7: 500 laryngoscopes, 10 impedanciometers, 10 free-field audiometers.
Lot 8: 500 environmentally-friendly oximeters.
Lot 9: 110 binocular indirect ophthalmoscopes.
Lot 10: 5 lasers for treatment of the retina in premature infants.
Portable.
Conditions for participation
8. Eligibility and rule of origin: Participation is open to all legal
entities, individually or grouped together in a tenderers' association
(consortium), established in the EU Member States or the countries and
territories of the regions which fall within the scope of application of
the specific instruments applicable to the aid programme under which the
contract is financed, or which are authorised by said legal instruments
(see point 22). All goods supplied under this contract must originate in 1
or more of these countries. International organisations may also take
part. Participation of natural persons is governed by the specific
instrument applicable to the programme under which the contract is
financed.
9. Grounds for exclusion: Tenderers must submit a signed declaration,
included in the tender form for a supplies contract, confirming that they
are not in any of the situations set out in section 2.3.3 of the Practical
Guide to contract procedures for EC external actions.
10. Number of tenders: Tenderers can only submit 1 tender per lot.
Tenders for part of a lot will not be considered. Tenderers may state in
their tenders whether they are prepared to grant a discount should their
tender be accepted for more than 1 lot. Tenderers cannot submit a variant
tender in addition to their tender for the supplies required in the
invitation to tender dossier.
11. Tender guarantee: When they submit their tender, tenderers must set
up a tender guarantee for:
lot 1: EUR 2 500.
Lot 2: EUR 3 286.
Lot 3: EUR 6 428.
Lot 4: EUR 7 500.
Lot 5: EUR 5 520.
Lot 6: EUR 3 081.
Lot 7: EUR 2 221.
Lot 8: EUR 1 071.
Lot 9: EUR 1 571.
Lot 10: EUR 1 143.
Guarantees will be returned to unsuccessful tenderers once the invitation
to tender procedure has come to an end, and to successful tenderer(s)
after the contract has been signed by all parties. This guarantee will be
drawn on should the tenderer fail to comply with all the obligations
stated in the invitation to tender.
12. Performance bond: On signing the contract, the successful tenderer
must furnish a performance bond for 10 % of the contract value and enclose
this when returning the contract now signed by both parties. This bond
must be furnished within 30 days of the date on which he receives the
contract already signed by the contracting authority. If the successful
tenderer does not furnish the aforementioned bond within the time allowed,
the contract will be null and void and a new contract will be drawn up and
sent to the tenderer who submitted the next best compliant tender.
13. Briefing and/or site visit: There are no plans to organise a
briefing.
14. Tender validity period: Tenders must remain valid for 90 days from
the final date for submission of tenders.
15. Performance period: 120 days from contract signature.
Selection and award criteria
16. Selection and award criteria: The following selection criteria will
be applied to tenderers. Where tenders are submitted by a consortium,
these criteria will apply to the consortium as a whole.
1) Candidates' economic and financial capacity (based on section 3 of the
application form):
(a) candidates' or groupings' (should consortia be involved) average
annual turnover for 2006 and 2007 must be at least twice the maximum
budget for the lot(s) for which they are tendering;
(b) the company must have been in business in the field of the contract
for at least 5 years. As proof, tenderers must submit a statement on oath.
2) Candidates' professional capacity (based on sections 4 and 5 of the
application form):
(a) candidates, or any member of the grouping in the case of a consortium,
must furnish a document from the manufacturers authorising them to act as
a supplier;
(b) candidates, or any member of the grouping in the case of a consortium,
must have had at least 5 permanent members of staff working in this field
during 2005, 2006 and 2007.
3) Candidates' technical capacity (based on sections 5 and 6 of the
application form):
(a) candidates, or any member of the grouping in the case of a consortium,
have had at least 2 contracts in the past 3 years similar in nature and of
a value at least equivalent to the lot(s) they are tendering for;
(b) candidates, or any member of the grouping, must have proven technical
capacity in after-sales services and provide proof of at least 2 customer
service points located in the beneficiary provinces (Catamarca, Chaco,
Corrientes, Jujuy, Misiones, Santiago del Estero and Tucumán).
For a specific contract and where appropriate, economic operators may call
upon the capacities of other bodies irrespective of the legal nature of
the links between them. In such an event they must provide the contracting
authority with evidence that the resources needed for performance of the
contract are available to them, for example, by submitting an agreement
from such bodies to provide said resources. In their capacity as economic
operators, these bodies, e.g. the parent company of the economic operator,
must comply with the eligibility and, in particular, nationality rules.
17. Award criteria: Price.

18. Procedures for obtaining the invitation to tender dossier: The
invitation to tender dossier can be obtained from the following web

practical_guide/index_es.htm or from the office concerned at the
contracting authority's address. Tenders must be submitted using the
standard tender form for a supplies contract included in the invitation to
tender dossier. The format and instructions therein must be strictly
adhered to.
Tenderers who have questions concerning this invitation to tender should
send them in writing, quoting the publication reference in point 1, to:

19. Final date for submission of tenders: 9.9.2008 (17:00), Argentina.
