1. This Invitation for Bids follows the General Procurement Notice for
this Project that appeared in Development Business, issue no. 688 of
October 16, 2006.
2. The Republic of Albania has received a credit from the Development
Partners (International Bank for Reconstruction and Development, European
Investment Bank and the Council of Europe Development Bank) toward the
cost of the Education Excellence and Equity Project, and it intends to
apply part of the proceeds of this credit to payments under the Contract/s
for Supply and Installation of Computer Laboratories for Basic Schools in
3 lots as below.
3. The Ministry of Education and Science of the Republic of Albania now
invites sealed bids from eligible and qualified bidders for:
Lot 1: Supply and Installation of Computer Laboratories for North Region

Bidders may bid for one or any lots. Evaluation and Contract Award will be
done on a lot-by-lot basis. The Goods and Services shall be completed not
later 14 weeks from the date of contract signing.
4. Bidding will be conducted through the International Competitive
Bidding (ICB) procedures specified in the World Bank's Guidelines:
Procurement under IBRD Loans and IDA Credits, and is open to all bidders
from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Mrs.
Vjollca Merkaj, Head of Procurement Section of the Ministry of Education
and Science, vmerkaj@mash.gov.al and inspect the Bidding Documents at the
address (1) given below from 10:00 AM to 4:00 PM, local time, from Monday
through Friday.
6. Qualifications requirements include: financial capability, experience
and technical capacity and usage requirements to Goods. A margin of
preference for eligible national contractors shall not be applied.
Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by
interested bidders on the submission of a written Application to the
address (1) below and upon payment of a non refundable fee of 100 US$ or
equivalent amount in Albanian Leke at the exchange rate fixed by the Bank
of Albania on the day of payment. The method of payment will be bank
transfer to the following account:

All banking charges and fees related to the bank transfer shall be for the
bidder's account. Cashier's and certified checks are not accepted.
The bidding documents may be collected by an authorized representative of
the bidder at the address (1) below upon presentation to the Procurement
Unit of the Ministry of Education and Science of the Republic of Albania
documents confirming payment of the non refundable fee to the above
account. The bidding documents may also be sent to the bidder by courier
at no additional charge to the bidder following the receipt by the
Procurement Unit of the Ministry of Education and Science of the Republic
of Albania of a written request quoting tender number MOES/ICB/G/003/08,
providing address of delivery, contact details, and document confirming
payment of the non refundable fee to the above account.
8. Bids must be delivered to the address (1) below at or before 12:00p.m.
on August 27,2008. Electronic bidding will not be permitted. Late bids
will be rejected. Bids will be opened in the presence of the bidders'
representatives who choose to attend in person at the address (2) below at
12:00 p.m. on August 27, 2008. All bids must be accompanied by a Bid
Security in amount of

or an equivalent in a freely convertible currency.
