Procurement of 220kV Transmission Line Material

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 695 of January 12, 2007.

2. The Government of the Islamic Republic of Pakistan has received a loan from the International Bank for Reconstruction and Development towards the cost of the Electricity Distribution and Transmission Improvement Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Procurement of 220kV Transmission Line Material.

3. The National Transmission & Despatch Company, Ltd. (NTDC) Pakistan now invites sealed bids from eligible and qualified bidders for the supply of the following items.

LOT-I (220KV STEEL TOWERS)

a) Tower Type EA including U-Bolts, Nuts, Bolts, Washers, Number Plates, Danger Sign Plates, Phase Plates & Anti-climbing Device along with Barbed Wire etc.

i) Basic Body (with stubs) - Qty.: 177 Nos.
ii) 2m Single Leg Extension - Qty.: 120 Nos.
iii) 4m Single Leg Extension - Qty.: 392 Nos.
iv) 6m Single Leg Extension - Qty.: 172 Nos.
v) 8m Single Leg Extension - Qty.: 24 Nos.

b) Tower Type EG including V-Shackles, Nuts, Bolts, Washers, Number Plates, Danger Sign Plates, Phase Plates & Anti-climbing Device along with Barbed Wire etc.

i) Basic Body (with stubs) - Qty.: 14 Nos.
ii) 2m Single Leg Extension - Qty.: 16 Nos.
iii) 4m Single Leg Extension - Qty.: 40 Nos.

c) Tower Type JKD including Twisted-Shackles, Nuts, Bolts, Washers, Number Plates, Danger Sign Plates, Phase Plates & Anti-climbing Device along with Barbed Wire etc.

a) Single Suspension String (excluding insulators) designated as SSB-R (220kV) for twin bundle ACSR Rail. - Qty.: 1062 Sets

b) Double Tension String (excluding insulators) designated as DTB-R (220kV) for twin bundled ACSR Rail. - Qty.: 384 Sets

c) Suspension Fitting for 9mm Shield wire designated as SF-9. - Qty.: 177 Nos.

d) Tension Fittings for 9mm Shield wire designated as TF-9. (One Set comprises of 2 Shackles, 2 Tension Clamps and 1 Earthing Clamp). - Qty.: 32 Sets

e) Midspan Joints for ACSR Rail designated as MS-R. - Qty.: 270 Nos.

f) Repair Sleeve for ACSR Rail designated as RS-R. - Qty.: 135 Nos.

g) Midspan Joints for Shield wire 9mm designated as MS-9 - Qty.: 64 Nos.

h) Grounding Set. - Qty.: 414 Sets

LOT-IV (SPACER DAMPERS & STOCK BRIDGE VIBRATION DAMPERS)

a) Spacer Dampers for twin bundle ACSR Rail conductor. - Qty.: 8280 Nos.

b) Stock Bridge Vibration Dampers for Shield wire 9mm designated as SB-9. - Qty.: 412 Nos.

LOT-V (DISC INSULATORS NORMAL TYPE)

a) Ball & Socket Normal type Disc Insulators 100KN designated as U100BL. - Qty.: 27725 Nos.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Chief Engineer (EHV) Construction Projects NTDC House, Gulberg -III, Lahore, Pakistan, Telephone number : +92 42 9263246, Facsimile number : +92 42 9263247 and inspect the Bidding Documents at the address mentioned above from 09:00A.M. to 02:30 P.M on any working day.

6. Qualifications requirements include:

- The manufacturers should have financial resources, liquid assets, unencumbered real assets, lines of credit and other financial means of at least 100 % of the quoted price of each lot.

- The manufacturer will indicate its manufacturing capacity which should be enough to accommodate this order if placed on it. Information such as requested in the bidding documents will have to be furnished to establish the manufacturer’s capacity/ capability to execute the order.

- To be awarded a contract for any lot, the bidder must have at least five (5) years design/manufacturing experience of identical goods/materials with same or higher rating and capacity and 3 years of successful continuous operational experience of such goods/materials for which satisfactory operational certificates from the clients/utilities indicating their names, address and fax No. to whom the said goods/material have been delivered, shall be submitted along with the bid documents.
A margin of preference for eligible domestic bidders shall be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee Rs. 7000 or in US $ 100 per bidding document. The method of payment will be Demand Draft or Pay Order in the name of Chief Engineer (EHV) Construction Projects NTDC House, Gulberg -III, Lahore, Pakistan. The Bidding Documents will be collected by the bidder/representative of the bidder at the address given below.

8. Bids must be delivered to the address below at or before 10:30 AM on September 8, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 11:00AM on September 8, 2008. All bids must be accompanied by a Bid Security of the amount as mentioned below or equivalent in any freely convertible currency for each lot.

Lot-I: 220kV T/Line Towers - Pak Rs.4, 123,000 or USD 58,900

Lot-II: Conductor & Shield wire -Pak Rs.609, 000 or USD 87,000

Lot-III: T/Line Hardware - Pak Rs.245, 000 or USD 3,500
