INVITATION FOR PREQUALIFICATION

Prequalification for a Contract to Design, Build and Operate
a Landfill Gas Recovery System at the existing Ghabawi Landfill

1. The Greater Amman Municipality hereinafter referred to as the Owner has applied for a Loan from the International Bank for Reconstruction and Development, hereinafter referred to as the IBRD, in various currencies toward the cost of the Amman Solid Waste Management and Carbon Finance Project, and intends to apply a portion of the proceeds of the loan to payments under the contract for which this Invitation for Prequalification is issued. Disbursement of the IBRD Loans and IDA Credits will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the 'Guidelines for Procurement under IBRD Loans and IDA Credits’.
2. The Greater Amman Municipality, hereinafter referred to as “the Owner”, intends to pre-qualify eligible firms for a project comprising the following services and works:
i. Field investigations and modeling to ascertain landfill gas (LFG) potential, including gas generation rates and gas yields and all other relevant parameters required to design a stable, secure, efficient and effective landfill gas recovery system (LFG collection and electricity generation);
ii. The preparation of a detailed design of a landfill gas recovery system at the existing municipal solid waste disposal at Al Ghabawi, in accordance with modern international standards;
iii. The preparation of comprehensive operations and occupational health and safety manuals covering all phases of the project, from construction and installation to operation, maintenance and monitoring of the landfill gas recovery system. The manuals shall include specific measures to deal with all potential hazards, landfill fires, explosions, gas releases or leaks, accidents, etc;.
iv. The final capping and closure of the existing cells currently being used for the disposal of municipal solid waste at Al Ghabawi landfill;
v. The installation of a landfill gas recovery system to collect, extract, convey and flare landfill gas as well as to produce electricity from the landfill gas at the existing municipal solid waste disposal facility at Al Ghabawi landfill in accordance with modern international standards;
vi. The procurement of any fixed and mobile plant and equipment required to operate the landfill gas recovery system and
vii. The operation and maintenance of the landfill gas recovery system, including the preparation of comprehensive operation and maintenance manuals and the provision of training to the operator’s staff in all aspects of system operation and maintenance
3. A pre-prequalification meeting with the Owner and the World Bank will be held on Tuesday June 24, 2008 at 10:00 am (Amman local time) at the City Hall, Ras Al –Ein, Omar Mattar Street, City Council Hall ,1st Floor. All prospective Applicants are invited to attend in order to be briefed on the project and the Prequalification process. There will be only one pre-prequalification meeting.
4. It is expected that Invitations to Bid will be made in August 2008.
5. Prequalification is open to firms and voluntarily formed joint ventures from eligible source countries; in accordance with the Guidelines: Procurement under IBRD Loans and IDA Credits edition May 2004, revised October 2006.
6. Eligible applicants may obtain the prequalification documents starting Saturday May 31, 2008 from the Owner, at the address noted below, upon the submission of a written application stating the contract number accompanied by the payment of a non-refundable fee of JD500 or US $706.
7. Eligible applicants are requested to pay or transfer the non- refundable fee of JD 500 or
US $ 706 to the following Bank Account: Greater Amman Municipality; Jordan Ahli
Bank, Private Banking Department Branch - Al Shemisani; Acc No. 200 667,
(Web site: www.alahli.com).
8. All inquiries should be addressed to GAM Tendering & Procurement Directorate at the address shown below no later than 3:00 PM (Amman Local Time) on Tuesday July 8, 2008.
9. The Owner will promptly dispatch the documents by registered airmail, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed.
10. Submissions of Applications for Prequalification must be received in sealed envelopes, either delivered by hand or by registered mail to the Owner at the address noted below not later than the time and date set out in the Particular Instructions to Applicants

11. Applications must be received by July 23, 2008 at 12.00 pm Amman time and applications will be opened in the presence of applicants who wish to attend on Wednesday July 23, 2008 at 1.00 pm Amman time.
12. The Owner reserves the right to accept or reject late applications.
13. Applicants will be advised, in due course, of the results of their applications. Only firms and joint ventures pre-qualified under this procedure will be invited to bid.
