(1) This invitation for Bids follows the General Procurement Notice for this Projects that appeared in Development Business, issue no. _ of date_.
(2) The Government of the Islamic Republic has applied for a loan from the International Bank for Reconstruction and Development towards the cost of Proposed Electricity Distribution and Transmission Improvement Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of 220kV Transmission Line Material.
(3) The National Transmission and Dispatch Company (NTDC) Pakistan now invites sealed bids from eligible and qualified bidders from Pakistan or any country except those which are subject to boycott in accordance with the laws of Islamic Republic of Pakistan, for the supply of the following items.
(4) Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defiend in the Guidelines.
(5) Interested eligible bidders may obtain further information from Chief Engineers (EHV) Construction Projects GSC Hose, Gulberg-III, Lahore, Pakistan, Telephone No: +92 42 9263246, Facsimile number: +92 42 9263247 and inspect the Bidding Documents at the address mentioned below from 09.00 A.M. to 02.30 P.M.
(6) To be eligible to bid, the manufacturers should have sufficient financial resources, liquid assets, unencumbered real assets, lines of credit and other financial means, available to meet the total cash flow demands of the contract. To be awarded a contract for any lot, the bidder/ manufacturer has to have an least five (5) years design/ manufacturing experience of identical goods/ materials with same or higher rating and capacity and 3 years to successful continuous operational experience of such goods/ materials for which satisfactory operational certificates from the clients/ utilities indicating their names, address and fax no. To whom the said goods/ material have been delivered, shall be submitted along with the bid documents. Moreover, the manufacturer/delivered reasonable quantities of such goods/ material to the customers. Non submission of evidences may render the bid non responsive. A margin of preference for eligible domestics bidders shall be applied. Additional details are provided in the Bidding Documents.
(7) A complete set of Bidding Documents in English may be purchased by bidders on the submission of a written Application to the address below and upon payment of a non refundable fee Rs.7000 or in US$ 100 per bidding document. the method of payment will be Demand Draft or pay order. The Bidding Documents will be collected by the bidder/ representative of the bidder at the address given below.
(8) Bids must delivered to the address below at or before 10:30 AM on 1st September 2008. Electronic bidding will not be permitted. Late bid will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 11:00 AM on 1st September 2008. All bids must be accompanied by a Bid Security of the amount as mentioned below or equivalent in any freely convertible current for each lot.
